According to the website of the Ministry of Industry and Information Technology, the Ministry of Industry and Information Technology recently interpreted the "524" action (promoting the "five optimizations" of service measures, establishing a "double list" for personal information protection, and achieving the "four improvements" in service capabilities) in the "Notice on Carrying out Information and Communication Service Perception Improvement Action" (hereinafter referred to as the "Notice").

Achieve “Five Optimizations” in Service Initiatives

In terms of improving the optimization of service measures, the Ministry of Industry and Information Technology proposed that, first, the display method of rate package settings should be optimized, telecommunications rate marketing behavior should be standardized, basic telecommunications companies should be guided to launch simple rate package plans, and "list-style" publicity of rates should be made.

The second is to optimize the promotion of dual-gigabit services. Gigabit optical networks and 5G are important components and cornerstones of new infrastructure. The "Notice" requires relevant basic telecommunications companies to strictly fulfill their service commitments, promote the development of 5G services in an orderly manner, and guide users to fully understand the various factors that affect fixed broadband speeds and better use fixed broadband services.

The third is to optimize the display of privacy policies and permission calls. The "Notice" clearly states that companies should provide users with a summary of the APP privacy policy in a concise, clear and easy-to-understand manner. The content should be concise and highlight the key points to facilitate user reading and understanding. The "Notice" requires that when it involves calling sensitive permissions such as photo albums, address books, and locations in user terminals, the purpose of calling permissions should be informed to users in an appropriate manner, such as through masks, top bar pop-ups, etc., when the service scenario actually occurs, so that users can understand the purpose of permissions more clearly, fully protect the user's right to know, and thus facilitate users to make more clear and proactive choices.

Fourth, optimize the display of pop-up window information on the APP opening screen. At present, the problem of "cannot turn off" the opening screen information of major Internet companies (TOP100) has been basically solved, and the rate of discovery of "random jumps" that mislead users has dropped significantly to 1%. The "Notice" requires all Internet companies to set obvious and effective close buttons on their APP opening screen information and pop-up window information windows so that users can "find and close them", and they must not use full-screen pictures, videos, etc. as jump links to mislead users to click.

Fifth, optimize the way of providing online disk services. Taking into account the business form, service model, user perception and other factors of online disk services, the "Notice" puts forward requirements for relevant companies to optimize product service fee introduction, provide reasonable upload and download speeds, and meet the basic usage needs of free users from the two aspects of publicity and meeting the basic needs of users.

Establish a “double list” for personal information protection

Regarding the specific implementation of the establishment of the "double list" for personal information protection, the Ministry of Industry and Information Technology has put forward two requirements. The first is to establish a list of collected personal information. The "Notice" requires relevant companies to concisely and clearly list the basic information of user personal information that the APP (including embedded third-party software tool development kit SDK) has collected, including information type, purpose of use, usage scenario, etc.

Second, establish a list of personal information shared with third parties. In order to allow users to clearly understand the sharing of personal information between APPs, SDKs and other third parties, the Ministry of Industry and Information Technology, based on the previous special APP governance actions, further requires companies to list the basic information of user personal information shared by APPs and third parties in the secondary menu, including the types of personal information shared with third parties, the purpose of use, usage scenarios and sharing methods.

Achieve “Four Improvements” in Service Capabilities

Regarding the "four improvements" in service capabilities, the Ministry of Industry and Information Technology pointed out that the first is to improve the cross-regional service capabilities. This time, the "family network" and "fixed-mobile convergence" services with "large user base and high demand" were selected as the focus of the next step in promoting cross-regional services. Among them, the "family network" business strives to achieve cross-provincial services across the country within the year; because the "fixed-mobile convergence" business involves large-scale and systematic transformation of the enterprise's back-end system, the workload is large and it is difficult to achieve in the short term. Our department will give priority to promoting the integration of mobile phone numbers and fixed broadband services across regions within the province, and encourage qualified enterprises to achieve cross-provincial services.

The second is to improve the service capabilities of number portability. The "Notice" requires that all companies should ensure that the layout of newly added business halls that can handle number portability services is reasonable, and promptly publicize it to the public to reduce the number of trips for users.

The third is to improve the response capacity of the customer service hotline. The "Notice" requires that enterprises engaged in Internet information services should establish customer service hotlines and publicize customer service hotline numbers in prominent locations such as websites and apps; encourage qualified enterprises (combined with enterprise scale and user volume, the first batch includes 39 major Internet companies) to provide sufficient manual customer service seats and provide manual direct hotline services to the elderly. The customer service hotline strives to achieve an average monthly response time of up to 30 seconds and a manual service response rate of more than 85%.

Fourth, enhance the personal information protection capabilities of the key responsibility chain of APP. The "Notice" requires that the application store should provide detection services for the APP on this platform to prevent illegal APPs from being put on the shelves. Developers should fully consider the user's right to choose. The embedded SDK shall not be automatically started or linked to the startup when it is not necessary for the service or there is no reasonable application scenario. At the same time, APP developers and embedded SDKs should provide corresponding functions, and users can choose whether to enable the linked startup.
