Han Xia from the Ministry of Industry and Information Technology: my country's 5G standard essential patents account for more than 38%, ranking first in the world

On August 31, the 2021 World 5G Conference and the 5G and Industry Application Standardization Forum were held. Han Xia, chief engineer of the Ministry of Industry and Information Technology, attended and delivered a speech. Han Xia said that at present, a new round of global scientific and technological revolution and industrial transformation is developing in depth, and the new generation of technologies represented by 5G is accelerating its evolution, becoming a new type of network infrastructure for the comprehensive interconnection of people, machines and things. It has great strategic significance for promoting the digitalization, networking and intelligent transformation and upgrading of the economy and society.

The Ministry of Industry and Information Technology has thoroughly implemented the decisions and arrangements of the CPC Central Committee and the State Council, vigorously promoted the innovative development of 5G, and achieved positive results.

First, the construction of 5G networks can be promoted . As of now, China has opened more than 70% of the world's 5G base stations, covering all cities at the prefecture level and above and some key towns. The network scale remains leading, and the number of 5G terminal connections ranks first in the world, with a global proportion of more than 80%.

Second, innovation in 5G integrated applications is active . By establishing 5G application industry guidelines and holding competitions, we are promoting the vigorous development of 5G applications. Currently, there are more than 10,000 5G application innovation cases in China, playing an enabling role in multiple industries and fields such as industry, medical care, education, and transportation.

Third, the 5G standard support capability continues to increase , the 5G standard system continues to improve, and 447 industry standards such as the overall technical requirements for the core network of 5G mobile communication networks have been released one after another, providing important technical specification guarantees for the innovative development of 5G integrated applications. At the same time, domestic enterprises are encouraged to actively participate in international standardization work, deepen cooperation, and promote the formation of a global unified 5G standard. At present, the number of 5G standard essential patents in China accounts for more than 38%, ranking first in the world.

As an important support for the development of the mobile communications industry, 5G standards play an increasingly prominent role in promoting the transformation and upgrading of traditional industries and promoting high-quality economic development. The 14th Five-Year Plan period is the first five years of the comprehensive development of socialism, and it is also a critical period for promoting the large-scale application of 5G. 5G standardization has become the top priority for the development of 5G applications. The Ministry of Industry and Information Technology will do a good job in 5G technology innovation and standardization, and continuously improve its support capabilities for the large-scale development of 5G industry applications.

Han Xia made four suggestions in this regard.

First, we will increase R&D efforts to promote the innovative development of 5G technology , aim at the forefront of 5G technology development, encourage enterprises to enhance their independent innovation capabilities, continue to carry out R&D of 5G enhanced technologies, and increase innovation in key technologies and cutting-edge leading technologies. Facing the needs of 5G, we will integrate and innovate technologies such as big data and artificial intelligence, and accelerate the integration and development of cross-domain application technologies.

Second, we will strengthen collaboration to build a 5G application standard system , combine the trend of technology introduction, actively promote social development trends, and encourage the industry to actively participate in the standardization of R17, R18, and their subsequent versions. Focusing on key areas such as medical care, industry, and transportation, we will clarify the key directions of standardization, accelerate the development of integrated application standards for key industries, support relevant industry standardization organizations, strengthen exchanges and cooperation, accelerate the integration of cross-industry protocol standards, and promote the application of relevant standards in key industries.

Third, we will focus our efforts to accelerate industrial prosperity , build a win-win industrial ecosystem, continue to promote the development and maturity of 5G, accelerate the innovation of 5G enhanced technology base stations, millimeter wave base stations and other products and equipment, further promote the green and low-carbon development of the industrial chain, accelerate the research and development and industrialization process of lightweight, 5G chips and modules, and open up the key links in the large-scale development of the industry.

The industry has responded that it is quite difficult to promote the Industrial Internet. One of the problems is that the cost of central modules is too high and the price is too expensive. Therefore, it is hoped that standardization organizations can play a role in launching economical 5G chips and lightweight modules as soon as possible to reduce costs and promote applications more quickly.

Fourth, we will expand opening-up and write a new chapter of global cooperation in 5G . We must adhere to the principles of consultation, co-construction and sharing, play a good role as a platform window, strengthen exchanges and cooperation among countries around the world in 5G technology, standards, industry, policies and other aspects, and jointly create an international cooperation environment with complementary advantages.
