According to the website of the National Development and Reform Commission on March 23, the National Development and Reform Commission and 13 other departments recently jointly issued the "Opinions on Accelerating the High-Quality Development of Manufacturing Services", which clearly stated that they will support qualified manufacturing service industry enterprises to go public and raise funds on the main board, ChiNext and overseas capital markets, and use new-generation information technologies such as 5G, big data, cloud computing, artificial intelligence, and blockchain to promote the development of intelligent manufacturing.


The Opinions propose that by 2025, the role of manufacturing services in improving the quality and efficiency of manufacturing, innovation capabilities, and resource allocation efficiency will be significantly enhanced, and the supporting and leading role in the high-quality development of manufacturing will be more prominent. The level of development of specialization, standardization, branding, digitalization, and internationalization of manufacturing services in key areas will be significantly improved, forming a number of manufacturing service clusters and demonstration enterprises with distinctive characteristics and outstanding advantages.

The Opinions require that the efficiency of manufacturing production be improved. Utilize new generation information technologies such as 5G, big data, cloud computing, artificial intelligence, and blockchain to vigorously develop intelligent manufacturing, achieve accurate and efficient matching of supply and demand, and promote fundamental changes in the development model of the manufacturing industry and the form of enterprises. Accelerate the development of industrial software and the industrial Internet, cultivate shared manufacturing, shared design, and shared data platforms, and promote the efficient use of resources and value sharing in the manufacturing industry. Develop a modern logistics service system, promote the integration and sharing of information resources, promote the real-time collection and interconnection of information in upstream and downstream links such as procurement, production, and circulation, and improve the level of integrated operation of production, manufacturing, and logistics.

Support the green development of the manufacturing industry. Strengthen the supporting role of energy-saving and environmental protection services for the green development of the manufacturing industry, promote contract energy management, energy-saving diagnosis, energy-saving assessment, energy-saving technology transformation consulting services, energy-saving and environmental protection financing, third-party monitoring, third-party governance of environmental pollution, and environmental comprehensive governance trusteeship services, and promote energy-saving and environmental protection services from single, short-term technical services to consulting, management, investment and financing and other multi-field, full-cycle comprehensive services. Develop recycling and utilization services, improve the recycling and utilization system of renewable resources, and smooth the entire chain of production, consumption, recycling, treatment, and reuse of products such as automobiles, textiles, and home appliances, so as to maximize the economic value and social value of products.

Enhance the vitality of manufacturing development. Better play the role of the capital market, make full use of diversified financial instruments, continuously innovate service models, and provide higher quality and more efficient financial services for the development of the manufacturing industry. Develop human resources management services, improve talent management capabilities and levels, optimize talent incentive mechanisms, promote stable employment in the manufacturing industry, and help achieve common prosperity. Increase the development, opening and sharing of data resources, promote the rational flow, effective aggregation and utilization of new production factors such as knowledge, information, and data, and promote the digital transformation of the manufacturing industry.

Formulate a digital transformation roadmap for key industries and fields. Speed ​​up the development of urgently needed standards such as the maturity of the integration of industrialization and information technology and the digitalization of the supply chain, and accelerate the pace of industrial equipment and enterprises going to the cloud. Implement a special action to empower small and medium-sized enterprises with digitalization, and gather a group of digital service providers for small and medium-sized enterprises in the manufacturing industry. Promote the "5G+Industrial Internet" 512 project, build 5 public service platforms for intranet construction and transformation, select 10 key industries, and explore 20 typical application scenarios. Select a group of benchmark factories for smart manufacturing with outstanding implementation results and great value for replication and promotion in key areas such as metallurgy, petrochemicals, automobiles, and home appliances, accelerate the formulation of industry-specific smart manufacturing implementation roadmaps, and revise and improve the national smart manufacturing standard system. Carry out network security capability implementation actions for networked manufacturing enterprises, and select a group of demonstration enterprises for implementation.

Broaden financing channels. Guide financial institutions to increase financing support for manufacturing service enterprises under the premise of compliance with laws and regulations and controllable risks, support qualified manufacturing service enterprises to carry out bond financing, effectively expand the scale of financing by pledging intangible assets such as intellectual property rights and future income rights of contract energy management, innovate and develop supply chain finance, gradually develop equipment leasing and financing leasing services in the fields of large equipment, public utilities, production lines, etc., develop financial products suitable for the characteristics of the manufacturing service industry, and encourage venture capital institutions to increase capital investment in the manufacturing service industry. Support qualified manufacturing service enterprises to go public on the main board, GEM and overseas capital markets for financing.
