Provincial and municipal government cloud services help "Smart Jiangxi" take a new leap forward

In the history of the development of the Chinese revolution, there is a place that is famous both at home and abroad. Jinggangshan is the cradle of the Chinese revolution, Nanchang is the birthplace of the Chinese People's Liberation Army, Ruijin is the place where the Soviet Central Government was established, and Anyuan is the source of the Chinese workers' movement... Jiangxi, this land has laid a solid foundation for the rise and victory of the Chinese revolution. After the baptism and tempering of red culture, Jiangxi has also cultivated the revolutionary spirit of Jiangxi people to be firm in belief, seek truth from facts, dare to break new ground, and have the courage to win. This spirit has been internalized into the "gene" of Jiangxi people, and has always inspired Jiangxi to stand at the forefront of reform and opening up. In the era of government cloud of Internet + government services, Jiangxi Province has also carried forward this spirit and "floated red" again, becoming a successful example of cloud computing promoting the development of e-government.

Government cloud reflects intensive characteristics

Jiangxi Province has also incorporated the spirit of seeking truth from facts and daring to break new ground into the construction of the government cloud. A few years ago, it began to ignite the "spark" and focus on building the government cloud platform, and completed the construction of the IaaS platform in 2015.

With the development of cloud computing, the development model of e-government has been effectively changed, and e-government has been promoted to be intensive, collaborative and shared, providing effective support for the rapid implementation of "Internet + government services". In order to adapt to the needs of the new situation, better realize "upward and downward communication", and continuously improve the construction of PaaS and SaaS government cloud platforms, Jiangxi Province attaches great importance to it and has started the construction of intensive government cloud. It not only pays attention to the top-level design, but also formulates the "Jiangxi Province E-Government Cloud Construction Plan (2015-2017)", proposing that the provincial e-government cloud adopts a distributed architecture system of "two levels of provinces and cities, physical dispersion, logical unification, and on-demand sharing", and builds a reasonable, safe and reliable "1 (province) + 11 (city)" two-level architecture unified cloud platform and data sharing platform with resource sharing.

Intensification is the foundation of the coordinated application of Jiangxi's government cloud network, and it is also the premise of data sharing. Under such a "baton", Jiangxi's government cloud platform adheres to the principle of "five unifications", gradually advances in a coordinated planning manner, constantly and creatively solves practical problems, takes efficient service as its purpose, takes resource concentration as its orientation, focuses on safety and controllability, and takes cross-departmental applications as its starting point. At the end of last year, the provincial and municipal e-government cloud platforms successfully passed the technical acceptance.

Through the construction of distributed cloud platforms at the provincial and municipal levels, Jiangxi Province's e-government has benefited greatly: the distributed cloud data center architecture at the provincial and municipal levels has realized the sharing of provincial and municipal government cloud resources, greatly accelerated the speed of new business launch, and improved business deployment efficiency by more than 30%; the disaster recovery service of the provincial and municipal government cloud architecture realizes multi-time point backup of cloud hosts, ensures the security of government cloud applications and data, greatly reduces the risk of cloud data loss, and provides high-quality and efficient operation guarantees for smart government systems; unified management at the provincial and municipal levels allows the system operation status to be checked at any time, and operation and maintenance efficiency is improved by 30%.

It can be said that the construction of Jiangxi Province's government cloud platform not only achieved low cost and intensiveness, and achieved good social benefits, but will also be of great significance to the accelerated construction of "Information Jiangxi".

Layered deployment to achieve two-level government cloud

Just as any revolution requires the essence of reforming the old and establishing the new, the construction of Jiangxi Provincial Government Cloud was not accomplished overnight. In promoting the two-level government cloud construction project, some problems and challenges have been exposed, such as how to deal with the early funding issues and the later data sharing and business collaboration issues, how to achieve the interconnection and resource sharing of the provincial and municipal government clouds, how to build a highly reliable and high-performance data center, and how to ensure the application and data security of the provincial and municipal government clouds.

As a solution provider for Jiangxi's distributed cloud data center infrastructure, Huawei rose to the challenge and divided it into two parts. It not only carried out all-round cooperation in cloud platform construction, cloud operation and maintenance services, but also jointly carried out innovative research on government cloud technology, jointly overcame difficulties, and fully supported the idea of integrating Jiangxi's provincial and municipal e-government into one cloud.

Jiangxi Province's two-level distributed government cloud platform is a provincial and municipal distributed government cloud platform that integrates virtualization and unified management. Relying on the overall architecture of Jiangxi Province's government cloud, Huawei adopts a hierarchical deployment method: provincial government departments become the first-level data center, and municipal government departments are the second-level data center. Resources are uniformly scheduled and allocated to improve resource utilization and speed up business deployment time.

Therefore, Huawei provided Jiangxi Province with an agile government cloud network SDN solution, deployed the FusionSphere operating system, ManageOne management software, high-end storage 18500 and server RH5885, and built a cloud network scheduling, on-demand service, and elastic expansion platform. At the same time, by selecting the Spine-Leaf network architecture, equipped with CE12800 data center switches, Changlian SDN controllers and cloud platforms, government interconnection, business agility, openness, and rapid migration are achieved.

The Jiangxi Government Cloud Data Center, built through the SDN solution, relies on the province's unified electronic government external network platform to improve the distributed data center network that meets the deployment requirements of the provincial and municipal levels, realizes the two-level government cloud architecture, realizes resource sharing, data sharing, and data security disaster recovery, and forms unified resource allocation and unified resource management. It can be said that "the revolution has been successful."

Huawei helps centralize government affairs

Through the cloud data center solution provided by Huawei, Jiangxi has built a provincial cloud data center with the largest scale and most advanced technology in Jiangxi, which "escorts" the government cloud services in the province. The Jiangxi Provincial Government Cloud Data Center will surely play an irreplaceable leading and exemplary role in the "centralization of government affairs" promoted throughout Jiangxi and even the whole country, which is of great significance and far-reaching.

This "demonstration" also reflects Huawei's strong technical capabilities, as well as market coverage and penetration, which are due to its rich accumulation and deep understanding of the government cloud construction process.

Huawei said that intensification, sharing and platformization are the main features of Huawei's government cloud solution, which can meet the needs of government cloud construction at different levels. Huawei divides the construction of government cloud into three stages, including virtualization, resource-centric, and application-centric. According to the needs of different application stages of governments in different regions, Huawei can provide different solutions and provide a unified platform and services.

The value of Huawei in building the government cloud is also obvious: first, Huawei has rich practical experience in solutions and partner resources in the field of government cloud, and through open capabilities, it has built a government cloud ecosystem to help the transformation and upgrading of government cloud. Second, at the level of ICT infrastructure involved in government cloud, Huawei has the most complete product line, world-leading technology and open architecture. Third, the ICT infrastructure products and solutions provided by Huawei have independent intellectual property rights and are safe and reliable.

It can be said that Huawei's "skills" have made the "spark" of the government cloud revolution take root in Jiangxi, and this is just one example of Huawei's service to the government cloud. It is reported that Huawei has served governments and public utilities in more than 80 countries and regions around the world in the field of government affairs. In China, Huawei has built government cloud platforms for 19 national ministries and commissions, 30 provinces and cities, and 166 prefecture-level cities, districts and counties, carrying more than 3,000 government affairs or public service businesses, becoming the practitioner with the most extensive experience in the field of government informationization.

Research by a third-party market analysis company shows that government affairs may become the largest segment of cloud services in my country, and it is expected that the overall investment in government affairs cloud in China will exceed 340 billion yuan by 2018. Government affairs cloud will become another battlefield for traditional IT vendors, Internet giants, and telecom operators to compete, and Huawei will continue to make great strides in this battlefield.
