The General Office of the Communist Party of China Central Committee and the General Office of the State Council issued the "Opinions on Promoting the Healthy and Orderly Development of Mobile Internet" and issued a notice requiring all regions and departments to conscientiously implement it in light of their actual conditions.

The opinion points out that at present, with the close integration of Internet technology, platform, application, business model and mobile communication technology, new mobile Internet technologies are evolving rapidly, new applications are emerging in an endless stream, new formats are booming, tool attributes, media attributes and social attributes are becoming increasingly prominent, and the ecosystem is initially formed and accelerating its expansion, becoming more and more a new space for people to learn, work and live. At the same time, mobile Internet security threats and risks are becoming increasingly prominent, and are being transmitted and infiltrated into the fields of economy, politics, culture, society and ecology. In the face of new situations and new challenges, there are still some shortcomings in the management of mobile Internet development: the system and mechanism need to be improved, the legal system construction is still lagging behind, the policy support is not strong enough, the independent innovation ability is insufficient, the core technology needs to be broken through urgently, the management foundation is relatively weak, the main responsibility of enterprises is not fully implemented, and the security strategy is incomplete. These problems have restricted the healthy and orderly development of mobile Internet, and must be highly valued and solved as soon as possible.

The opinions emphasize that we must adhere to the people-centered development philosophy, insist on encouraging and supporting and regulating development in parallel, policy guidance and management according to law, and economic and social benefits, build consensus, prevent risks, win people's hearts and minds, ensure safety, and promote development. We must encourage and support technological innovation, stimulate and protect the vitality of enterprises, continuously enhance the endogenous driving force of development, promote the healthy and orderly development of the mobile Internet in all aspects, better serve the overall development of the Party and the country, and allow the fruits of the development of the mobile Internet to better benefit the people.

The opinions require the improvement of the market access system. We will further promote the simplification of administration and decentralization, the combination of decentralization and regulation, and the optimization of services, further cancel and delegate relevant administrative approval matters, speed up the implementation of the change from first certificate and then license to first license and then certificate, simplify the approval process, and improve the approval efficiency.

The opinions propose to accelerate the evolution and upgrading of information infrastructure. Comprehensively promote the fourth-generation mobile communication (4G) network to cover deep areas in urban areas, gradually cover rural areas, and give priority to coverage in poverty-stricken areas. Accelerate the research and development of fifth-generation mobile communication (5G) technology, and coordinate the promotion of standard formulation, system verification and commercial deployment. Enhance network service capabilities, simplify the telecommunications fee structure, achieve a reasonable reduction in network fees, and improve service cost-effectiveness and user experience. Innovate investment and operation models, expand the scope of user broadband access network popularization, accelerate the construction and application of wireless LAN in public places such as civil aviation passenger aircraft, high-speed railways, and urban transportation, and drive and guide commercial service places to achieve wireless LAN coverage and free opening.

The opinions also made specific arrangements for promoting the innovative development of mobile Internet, strengthening the driving and leading role of mobile Internet, preventing mobile Internet security risks, deepening international exchanges and cooperation in mobile Internet, and strengthening organizational leadership and work guarantees.
