Recently, the Ministry of Science and Technology announced that during the 13th Five-Year Plan period, the National Science and Technology Major Project 03 "New Generation Broadband Wireless Mobile Communication Network" will be continued and shifted to focus on 5G, with operator applications as the leader, to drive the development of all links in the entire industrial chain, and strive for China to become one of the global leaders in the field of mobile communications in the 5G era.

In 2006, the State Council promulgated the Outline of the National Medium- and Long-Term Science and Technology Development Plan (2006-2020) and selected 16 major strategic products, key common technologies and major projects as national science and technology major projects. Among them, the National Major Science and Technology Project 03, namely the new generation of broadband wireless mobile communication network, is also the only national science and technology major project in my country's communications field. Since the project was officially launched in 2008, my country's mobile communications have achieved a leap from "2G follow-up", "3G breakthrough" to "4G synchronization".

Mobile communications is an important infrastructure for building a strong network country. At present, China's mobile communications industry has achieved tremendous development. Wen Ku, director of the Communications Development Department of the Ministry of Industry and Information Technology, said that first, China has built the world's largest 4G network, realizing the industrialization and global commercial use of 4G. As of November 2016, China's 4G users reached 734 million, accounting for 55.7% of mobile phones. At the same time, China has formed a complete industrial chain of 4G systems, terminals, chips, instruments, etc. System manufacturers are in a dominant position in the global 4G field, and terminal chip companies have made breakthroughs in 5-mode 10-frequency and 28nm chip processes. Second, the participation in international standards has increased significantly. TD-LTE-Advanced promoted by China has become one of the 4G standards.

During this period, 5G research and development was fully promoted. China took the lead in launching the 5G promotion group IMT-2020, organized industry, academia, research and application to take the lead in proposing 5G concepts and technical routes, completed the 5G vision and demand research, and released white papers such as 5G wireless and network technology architecture, and launched the first phase of 5G technology research and development trials.

Wen Ku said that during the 13th Five-Year Plan period, the 03 project will continue to focus on the original overall goal and the research and development of 5G and LTE enhanced technologies. Specifically, in terms of 5G, the focus will be on promoting the formation of a global unified 5G standard, basically completing the research and development of 5G chips, terminals, and system equipment, and promoting the innovative development of 5G-supported mobile Internet and Internet of Things applications, laying an industrial foundation for the launch of 5G commercial use in 2020. In terms of LTE enhanced technology, the focus will be on supporting the research and development of weak links in the industrial chain such as LTE enhanced key technologies and terminal chips.

From 1G to 4G, mobile communications are all for individuals. Wu Hequan, an academician of the Chinese Academy of Engineering, believes that the more important application of 5G is industrial application. After the implementation of 5G technology, there will be three more scenarios for consumer applications: the first is the Internet of Vehicles and high-speed high-speed rail, the second is VR and AR (virtual reality, augmented reality), and the third application scenario is the Internet of Things. The goal of 5G is to connect 1 million sensors per square kilometer.
