Recently, the Central Cyberspace Security and Informatization Committee issued the "14th Five-Year Plan for National Informatization" (hereinafter referred to as the "Plan"), which made arrangements for the development of informatization in my country during the "14th Five-Year Plan" period. According to the data in the "Plan", my country has built the world's largest optical fiber and 4G networks in terms of infrastructure, leading the world in 5G commercial use, and the Internet penetration rate exceeds 70%. From 2015 to 2020, the penetration rate of fixed broadband households increased from 52.6% to 96%, and the penetration rate of mobile broadband users increased from 57.4% to 108%. The gap in the level of urban and rural informatization development has narrowed significantly. The proportion of administrative villages and poor villages with access to optical fiber and 4G in the country exceeds 98%, and the Beidou-3 global satellite navigation system has been opened.


Judging from the indicators of "digital facilities" in the "14th Five-Year Plan" for information development, by 2025, the number of Internet users in my country will reach 1.2 billion, the penetration rate of 5G users will reach 56%, and the number of users with fiber-optic access at a rate of 100M and above will reach 60 million. The "Plan" points out that the digital infrastructure system should be more complete. Specifically, 5G networks should be popularized and applied, and the vision and demand for the sixth-generation mobile communication (6G) technology should be clarified. The commercial applications of the Beidou system and satellite communication networks are constantly expanding. IPv6 is integrated with 5G, industrial Internet, Internet of Vehicles and other fields for innovative development, and the level of intelligence of infrastructure such as power grids, railways, highways, water transport, civil aviation, water conservancy, and logistics is constantly improving. Data centers have formed an integrated pattern with a reasonable layout and green intensiveness. The digital infrastructure capabilities represented by 5G, Internet of Things, cloud computing, and industrial Internet have reached international advanced levels.

At the same time, the "Plan" deploys 10 major tasks and 17 key projects. Specifically, in terms of building ubiquitous and intelligent network connection facilities, the "Plan" requires accelerating the scale construction and application innovation of 5G commercial networks and implementing the "Sailing" action plan for 5G applications. Organize "Gigabit City" network construction and demonstration pilot projects for cities with conditions, and continuously promote the upgrading of urban broadband networks to high speed and intelligence. Coordinate the promotion of IPv6 transformation of national backbone networks, metropolitan area networks, and access networks, deepen the deployment of IPv6 for commercial applications, enhance the IPv6 support capabilities of terminals, and realize the smooth evolution and upgrading of networks, applications, and terminals to the next generation of the Internet. Strengthen the research on new network infrastructure and 6G, and accelerate the research and development of key technologies such as the integration of ground wireless and satellite communications and terahertz communications.
