In February 2020, Wuhan East Lake High-tech Zone decided to urgently expand the emergency command system. Relying on the existing emergency command system, it expanded the platform access capacity horizontally, expanded the community access points vertically downward, and connected to the municipal emergency command system upward, building a four-level command structure of city-district-street-community, realizing full HD video communication, greatly improving work efficiency, and realizing full utilization of resources.

In early February, in response to the inefficient communication of epidemic prevention and control deployment at all levels, the Big Data Management Bureau of Donghu High-tech Zone communicated with China CITIC Group and Huawei, hoping to quickly expand the existing emergency command system and incorporate 106 communities in the district into the district-level emergency command and management system.

The Management Committee of the East Lake High-tech Zone and the District Epidemic Prevention and Control Command Center made quick decisions. Construction of related projects started on February 14, and the projects were delivered on February 21. The district's emergency command system was officially upgraded and expanded and put into full use.

The original emergency command system was built two years ago at the city-district-street level, with a total of 34 points. This expansion project required the deployment of 106 points at once in a short period of time, and it was very difficult to complete the task with both quality and quantity.

Chen Zilong, a staff member of the Big Data Management Bureau of Donghu High-tech Zone, said that this project can be summed up in one word: "efficiency". The project implementation team raced against time and worked around the clock. With the great attention and strong support of the main leaders of the district management committee and the concerted efforts of various district-level departments, the project took only 7 days from its launch to its official delivery.

Wuhan East Lake Hi-tech Zone covers a total area of ​​518.06 square kilometers, which is 5 to 6 times the size of some central urban areas in Wuhan. There are 80 communities and 26 villages in the zone. Some communities and villages are geographically remote and have unstable network environments. The sharp drop in temperature and heavy snow in mid-February also greatly hindered the project's on-site operations.

The epidemic is severe and the pressure of project delivery is urgent. "In order to ensure that the project strictly follows the delivery schedule, the project team goes out for construction during the day, and at night they not only have to debug and discuss the coordination of the system background, but also hold meetings for scheduling and coordination to ensure the normal passage of construction personnel under strict travel control." Chen Zilong said.

In addition to rushing to meet the progress, it is more important to ensure the safety of construction workers during the epidemic. During the implementation of the project, construction workers strictly abide by the safety rules, take temperature and disinfect several times a day. Before completing a construction and rushing to the next community, construction workers must all change masks, gloves, shoe covers, and disinfect with alcohol. This is not only responsible for the project construction workers themselves, but also for the community workers and residents at the construction site.

The extended and expanded emergency command system of the East Lake High-tech Zone has been put into stable operation. This project has not only been recognized by the East Lake High-tech Zone Management Committee, but also by grassroots units.

1) For overall prevention and control command, the superior department can make quick decisions and deployments, and the instructions do not need to be passed down through layers to the streets, and then from the streets to the community. The command center can convene the community for remote meetings at any time, directly command and dispatch, make information more smooth, and let the work instructions run through every layer of epidemic prevention and control.

2) After the system is deployed, the streets can better manage the communities, change the past working methods, and promptly resolve conflicts in the front-line communities without the need to convene meetings, effectively avoiding the risk of infection caused by the gathering of staff;

3) In the context of epidemic prevention and control, it is not enough to command the frontline, but also to implement it to the people.
