Liu Liehong from the Ministry of Industry and Information Technology: Three suggestions to promote the development of 5G integrated applications

On May 17, at the "2021 World Telecommunication and Information Society Day Conference" held today, Liu Liehong, Vice Minister of the Ministry of Industry and Information Technology and Chairman of the China Communications Society, said at the 2021 World Telecommunication and Information Society Day Conference that at present, the new generation of information and communication technology represented by 5G is innovating actively, and is increasingly becoming an important part of the country's new infrastructure, a key driver for promoting the digitalization, networking, and intelligent transformation and upgrading of the real economy, and a supporting factor for improving the modernization of the national governance system and governance capabilities. At the scene, in conjunction with the theme of the conference, Vice Minister Liu Liehong put forward three opinions on 5G integrated applications.

First, my country's achievements in 5G commercial development are world-leading.

General Secretary Xi Jinping attaches great importance to the development of 5G and has issued important instructions on many occasions to accelerate the construction of new infrastructure such as 5G and the industrial Internet and enrich the application scenarios of 5G technology. He emphasized that the integration of 5G and the industrial Internet will accelerate the construction of a digital China and a smart society, inject new impetus into China's economic development, and create new development opportunities for the world economy shrouded in the shadow of the epidemic.

The Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Term Objectives for 2035 proposes to "build application scenarios and industrial ecosystems based on 5G." The 2021 Government Work Report also explicitly calls for "increasing efforts to build 5G networks and gigabit optical networks."

"In the nearly two years since my country's 5G was officially put into commercial use, under the overall planning of the CPC Central Committee and the State Council and with the joint efforts of all parties in the industry, my country's 5G technology innovation has made continuous breakthroughs, the industrial ecosystem has steadily grown, the development momentum has continued to increase, and integrated applications have become increasingly active, forming a systematic leading advantage: leading network development; leading industrial capabilities; and leading application innovation." Liu Liehong said.

The second is to grasp the new characteristics in the historical process of 5G evolution, upgrading and integrated application.

Mobile communications make leaps every decade. In the 4G era, China was 3-4 years behind the first batch of commercial countries. The industry was relatively mature, and there were precedents for consumer applications. It skipped the exploration stage and directly entered large-scale commercial use. 5G is different from 4G. 5G is mainly a technology for industry scenarios. my country is one of the first countries to commercialize 5G. Technology, industry, and applications have entered a "no man's land", especially for integrated applications for industry and even the real economy. There is no experience to learn from. It is necessary to grasp the new characteristics of 5G, based on national conditions, and embark on a 5G development path with Chinese characteristics.

First, the 5G international standards are introduced in different versions. Standards are the premise of 5G industrialization, and industrialization is the foundation of 5G integrated applications. We must grasp the phased nature of 5G integrated applications and maintain the strategy. Second, 5G integrates the most advanced technologies in the field of information and communication, and is a powerful driving force for the advancement of information and communication. We must grasp the innovativeness of 5G integrated applications and increase resource investment to strengthen new momentum. Third, 5G has a multiplier effect and broad development prospects, but it requires hard work in the process of promoting the digital transformation of the industry. We must grasp the complexity of 5G integrated applications and work together to overcome difficulties and fight tough battles.

The third is to strive to create a new pattern of 5G application development.

The 14th Five-Year Plan is a critical period for the large-scale application of 5G in my country. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Ministry of Industry and Information Technology will resolutely implement the decisions and arrangements of the Party Central Committee and the State Council, carry forward the past and forge ahead, and promote the construction, development and application of 5G as a key task. We will regard this conference as a milestone in the integrated promotion of 5G construction, development and application, and as a milestone in paying more attention to the traction of 5G applications. We will maintain our determination and go all out to continuously enhance the leading edge of my country's 5G system, and focus on strengthening work in five areas.

First, strengthen planning guidance. According to the "1+2+9" planning system framework, formulate relevant policy documents as soon as possible and promote the development of 5G applications in a systematic manner.

Second, we will consolidate the industrial foundation, improve network supply capacity, and raise the level of industrial innovation. Deputy Minister Liu Liehong said that starting today, new 5G terminals will have the 5G standalone (SA) function enabled by default. In addition, we must strengthen security capabilities.

The third is to enrich integrated applications, expand key industry applications, and refine typical application scenarios.

Fourth, optimize the ecological environment. Further strengthen the overall coordination among departments; further strengthen the coordination with local governments; and further enhance the dynamism of the market.

Fifth, strengthen international cooperation. 5G is the fruit of human civilization and the crystallization of scientific and technological wisdom of various countries. We always adhere to the principle of extensive consultation, joint construction and sharing, uphold the concept of mutually beneficial and win-win cooperation, strengthen exchanges and cooperation with various countries in 5G technology, standards, policies, supervision and other aspects, build a high-level open system for 5G, and cultivate a new ecology of global open cooperation. Promote high-quality imports and high-level exports.
