The draft outline of the 14th Five-Year Plan includes "accelerating digital development and building a digital China" as an independent chapter, which outlines a new vision for the construction of a digital China in the next five years, from creating new advantages in the digital economy to accelerating the pace of building a digital society, from improving the level of digital government construction to creating a good digital ecology. Among them, focusing on the development of the digital economy, it further clarifies the development of seven key industries such as cloud computing, big data, the Internet of Things, and the industrial Internet. In 2025, the added value of the core industries of the digital economy will account for 10% of GDP.

Representatives and authoritative experts interviewed by the Economic Information Daily said that the draft outline of the 14th Five-Year Plan outlines the construction and development of Digital China in the next five years, and shows real and practical measures in key areas, which points out the direction and path for grasping the development trend of digital transformation and accelerating digital development. Using digital transformation as a whole to drive changes in production methods, lifestyles, and governance methods will further cultivate and give birth to new momentum for economic growth, and help social development create a new situation of quality change, efficiency change, and power change.

During the 13th Five-Year Plan period, my country's digital economy has achieved leapfrog development. On the one hand, digital industrialization has accelerated, and new business forms and models such as online education and telemedicine have flourished, activating consumer demand. On the other hand, industrial digitalization has accelerated, and digital technologies such as industrial Internet, big data, and artificial intelligence have been deeply integrated with manufacturing, helping to revitalize traditional industries.

During the 14th Five-Year Plan period, my country will further strengthen the new engine of digital economic development. The draft outline of the plan proposes to create new advantages in the digital economy, strengthen the innovative application of key digital technologies, accelerate the promotion of digital industrialization, and promote the digital transformation of industries.

In the view of industry insiders, standing at the new starting point of the "14th Five-Year Plan", the development of the digital economy is the general trend of a new round of scientific and technological revolution and industrial transformation, and it is also an important way to promote the high-quality development of my country's economy. Xu Xiaolan, member of the National Committee of the Chinese People's Political Consultative Conference and president of the China Industrial Internet Research Institute, said in an interview with the Economic Information Daily that my country's economy is in a critical period of transforming development methods, optimizing economic structure, and transforming growth momentum. The development of the digital economy and my country's accelerated transformation of economic development methods have formed a historic intersection. Exploring new technologies, new formats, and new models, and exploring new growth momentum and development paths will promote the transformation of economic development from factor-driven to innovation-driven, and accelerate the creation of a new engine for economic development quality change, efficiency change, and power change.

Zhu Yongxin, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and vice chairman of the Central Committee of the China Democratic League, said that looking forward to the "14th Five-Year Plan" and even longer periods, whether it is to promote the optimization and upgrading of the industrial structure, accelerate the transformation of new and old kinetic energy, or improve the quality of people's lives, we are required to accelerate the development of the digital economy. How to seize the opportunities of scientific and technological revolution and industrial transformation to drive the transformation and upgrading of the industry is the common mission of the current government, industry, and enterprises.

In terms of specific content, the draft outline of the plan proposes to develop seven key digital economy industries, including cloud computing, big data, the Internet of Things, industrial Internet, blockchain, artificial intelligence, virtual reality and augmented reality, as well as ten digital application scenarios, including smart transportation, smart energy, and smart manufacturing. In 2025, the added value of the core industries of the digital economy will account for 10% of GDP.

Xu Xiaolan believes that developing new advantages in the digital economy requires accelerating the cultivation of key industries in the process of industrial digitalization. Among them, big data and industrial Internet will help promote the further extension of the digital economy to more industries and more scenarios in the real economy. It is recommended to cultivate a group of industrial Internet technology innovation enterprises, system solution providers and operation service providers, and create a group of replicable and popularizable development models and typical application scenarios to support the innovative development of the digital economy.

Guo Wei, Chairman and President of Digital China Group, said that to promote the construction of "Digital China", it is necessary to achieve industrial reconstruction in various aspects such as manufacturing, social management, rural modernization, and enterprise digitalization through the transformation of digital technology. Among them, first, use digital technology to build information infrastructure, attach importance to independent innovation of information technology and independent control of the industrial chain; second, use big data to fully activate data assets; third, further support integrated innovation and development.

Accelerating the pace of building a digital society is an important part of accelerating digital development and building a digital China. The draft outline of the plan proposes to provide smart and convenient public services, build smart cities and digital villages, and create a new picture of a better digital life.

In the view of the deputies and members, during the 14th Five-Year Plan period, the process of rural digitalization will be further accelerated, and the construction of digital villages will usher in major opportunities. Wang Mengmeng, deputy to the National People's Congress and first secretary of the Party General Branch of Xikong Village, Wuxu Town, Dingyuan County, Chuzhou City, Anhui Province, said that the sinking of e-commerce consumption and the increasing popularity of "the first kilometer" logistics have driven the acceleration of rural digitalization. Looking forward to the 14th Five-Year Plan, it is necessary to strengthen overall planning and design, accelerate the research and introduction of comprehensive reform measures such as finance, taxation, land use, and supervision to promote the digitalization process of counties and rural areas, and study relevant measures to subsidize the reduction of the cost of information popularization and improve the level of rural informationization. At the same time, it will connect with the construction of a national integrated government service platform to create urban and rural integrated government and people's livelihood services, so that farmers can have a greater sense of gain.

Zhang Yunyong, member of the National Committee of the Chinese People's Political Consultative Conference and general manager of China Unicom's product center, suggested accelerating the development of digital rural infrastructure around 5G co-construction and sharing. He said that rural population density is low, and it is impossible to deploy coverage with the same hotspot density as urban 5G coverage in the short term, and it is still a 5G blind spot. At present, the demand for 5G network coverage in rural areas is growing, and providing them with inclusive mobile communication services is an important task for all operators.

At the same time, the construction of Digital China also requires the creation of a good digital ecology. The draft outline of the plan clearly defines the specific content, including "establishing and improving market rules for data elements", "creating a standardized and orderly policy environment", "strengthening network security protection", etc., to further build a digital rules system.

Industry insiders believe that during the 14th Five-Year Plan period, high-quality construction of Digital China requires the unification of promoting development and regulating management, and accelerating the creation of an open, healthy and secure digital ecosystem. Ma Huateng, deputy to the National People's Congress, chairman and CEO of Tencent, suggested that while enhancing awareness of opportunities, we should also establish a sense of risk, attach great importance to new contradictions and new problems arising in the development of the digital economy and platform economy, further promote the formation of synergy among the government, the market, society and enterprises, actively explore innovative supervision and governance methods, strengthen corporate social responsibility and compliance development concepts, and share the fruits of digital economic development with the whole society.

Zhu Yongxin also suggested accelerating the formulation of data trading rules, improving the definition of data ownership, and researching data development and circulation standards. At the same time, a scientific and effective platform competition policy should be formulated to support the innovative development of platforms and enhance international competitiveness, so as to create a competitive, orderly, open and inclusive development environment.
