The survey report shows that in September 2020, the three major operators basically achieved 100% processing of spam text messages.

Recently, part of the content of the "SMS Industry September Data Analysis Report (Beta Version)" (hereinafter referred to as the "Report"), jointly compiled by the Value-Added Services Professional Committee of the China Communications Enterprise Association, the Information and Communications Business Acceptance Center of the China Academy of Information and Communications Technology, the 12321 Network Bad and Spam Information Reporting Acceptance Center, China Telecom Corporation Limited, China Mobile Communications Group Corporation Limited, China Unicom Group Corporation Limited, Zhuhai Xiaoyuan Technology Co., Ltd. and some deputy director units of the SMS Working Committee, was made public.

The report shows that the number of text messages sent nationwide in September 2020 was 135.765 billion, down 4.99% from the 142.902 billion in August 2020. In terms of the number of text messages sent by provinces across the country in September, Guangdong and Beijing have exceeded 10 billion, with 16.943 billion and 10.265 billion respectively, followed by Jiangsu, Shandong, Henan, Sichuan, Zhejiang, Hebei, Hubei and Guangxi.

In terms of the number of licensed enterprises nationwide, in September 2020, the Ministry of Industry and Information Technology issued 43 new SP access codes and recovered 774 SP access codes; as of the end of September 2020, there were 92,674 enterprises with licenses for value-added telecommunications business operation nationwide, an increase of 2.85% from the previous month, of which 21,815 were cross-regional enterprises licensed by the Ministry of Industry and Information Technology, an increase of 1.96% from the previous month; there were 70,859 local enterprises licensed by the Communications Administration Bureaus of various provinces (autonomous regions and municipalities), an increase of 3.12% from the previous month.

From the perspective of regional classification of licensed enterprises, among the 21,815 cross-regional enterprises, 5,211 are registered in Beijing, 4,436 in Guangdong, and 2,225 in Shanghai, with 54.4% concentrated in these three places; among the 70,859 local enterprises, 13,811 are in Beijing, 8,213 in Guangdong, and 7,274 in Zhejiang. Together with Jiangsu, Shanghai, and Henan, these six places account for 60% of the country's value-added telecommunications enterprises, and value-added telecommunications business operators in the 12 western provinces account for 13.2% of the country's total.

From the perspective of business classification licenses, as of the end of September, 92,674 value-added telecommunications enterprises had a total of 118,707 licensed projects, including 55,134 information service businesses (only Internet information services), 20,347 online data processing and transaction processing businesses, 16,419 information service businesses (excluding Internet information services), 9,733 domestic call center businesses, 6,968 Internet access service businesses, 4,233 Internet data center businesses, and 5,873 other businesses.

Judging from the rankings of cross-regional operators in various businesses, as of the end of September, the top three businesses of cross-regional operators in various businesses were: 12,534 companies operating information service businesses (excluding Internet information services), 7,594 companies operating domestic call center businesses, and 4,840 companies operating Internet access service businesses.

In addition, the "Report" shows that in September 2020, the 12321 Reporting Center received a total of 13,696 text message reports, of which 11,811 were reports of spam text messages, accounting for 86.2%; and 1,885 were reports of text messages with suspected illegal content, accounting for 13.8%.

In terms of the processing results of port-type SMS, in September 2020, 11,326 reports of spam SMS sent from operators' self-operated business segments and SP enterprise segments were extracted. Among them, China Telecom reported 2,414 times, China Mobile reported 5,759 times, and China Unicom reported 3,153 times. According to the prescribed processing procedures, the processing rate of China Telecom was 100%, the processing rate of China Unicom was 93.1%, and the processing rate of China Mobile was 100%.
