This year, with the introduction of the term "new infrastructure" and the clarification of its scope by the National Development and Reform Commission, "new infrastructure" has finally ushered in its "highlight moment".
According to a previous report by CCTV, the "new infrastructure" mainly includes seven major areas, including 5G, big data centers, artificial intelligence, and industrial Internet. Against this background, various provinces and cities in my country have also accelerated the construction of these areas in recent years. So far, more than 25 provinces, autonomous regions and municipalities across the country have started planning for "new infrastructure" projects, with a total investment of trillions of yuan, equivalent to half of last year's GDP. So, how do several important provinces plan their layout? Today, let us take a look at it together! Shanghai As an important economic and technological center in my country, Shanghai has been accelerating the construction of "new infrastructure" in recent times. On March 28, Shanghai held a video conference to coordinate the resumption of construction projects and the construction of major municipal projects. It proposed that in 2020, the city will arrange a total of 152 formal major municipal projects, with an annual planned investment of 150 billion yuan, reaching the highest level in recent years. On April 27, the municipal government's executive meeting reviewed and approved the "Shanghai Action Plan for Promoting New Infrastructure Construction (2020-2022)" and released it on May 7. The "Action Plan" proposes to fully implement the four major construction actions of "new network", "new facilities", "new platform" and "new terminal". According to preliminary investigations, Shanghai will implement the first batch of 48 major projects and engineering packages in the next three years, with an estimated total investment of about 270 billion yuan. Shanghai will build 100,000 new electric vehicle charging piles, more than 15,000 smart lockers, build the country's leading vehicle-road cooperative vehicle network and smart roads, and build another 34,000 5G base stations within three years. Jiangsu According to relevant reports, Jiangsu Province’s “new infrastructure” competitiveness index is currently third in the country, only behind Beijing and Shanghai. On February 14, the Jiangsu Provincial Development and Reform Commission issued the "Report on the Preparation and Promotion of Major Provincial Projects in 2020", which shows that Jiangsu plans to implement 220 major provincial projects this year, with an annual planned investment of 541 billion yuan. Among them, many projects are related to "new infrastructure", such as 20 projects covering network communications, artificial intelligence, and new energy, with an investment amount of 8.7 billion yuan. In mid-April, Jiangsu Province formulated policy opinions on accelerating the promotion of digital "new infrastructure" to expand information consumption and support the development of 5G networks, stating that it will accelerate the construction of new infrastructure such as 5G, big data centers, and new energy vehicle charging piles. It plans to build 52,000 new 5G base stations this year and complete a corresponding investment of 12.7 billion yuan. Guangzhou Since the beginning of this year, new infrastructure has become a new engine for the construction of the Guangdong-Hong Kong-Macao Greater Bay Area. 5G, AI and other projects have blossomed in Guangdong. At the end of March, Guangzhou took the lead in launching the "10 New Infrastructure Measures", focusing on supporting high-end new infrastructure projects and talents, including investing 100 million yuan over three years to cultivate a group of leading companies in operating systems, databases, etc., and build a complete information technology application innovation ecosystem. Subsequently, Guangzhou unveiled a "roadmap" for the development of digital new infrastructure: by 2022, Guangzhou will have built 80,000 5G base stations with a total investment of more than 30 billion yuan, and become a first-class 5G commercial pilot city and a comprehensive information consumption demonstration city. As of May 8, the signing and unveiling activities of the first batch of major digital new infrastructure projects have been successfully held. Fujian In 2019, Fujian Province ranked among the top in many indicators of digital economy development, so the 2020 new infrastructure became its new goal. On April 22, Fujian Province announced the province's key digital economy projects. Data showed that there were 251 key digital economy projects in 2020, with a total investment of 587.8 billion yuan and a planned investment of 108.4 billion yuan in 2020. Among them, there were 52 digital new infrastructure projects with a total investment of 72.9 billion yuan; 192 digital economy industry projects with a total investment of 442.5 billion yuan; and 7 key digital economy park projects with a total investment of 72.4 billion yuan. In terms of new infrastructure, Fujian Province said it will adhere to demand-oriented and goal-driven development, and step up planning and promotion of 500 new infrastructure projects such as 5G networks, data centers, artificial intelligence, and industrial Internet. It will implement 18 measures to support 5G network construction and industrial development, and accelerate the construction of projects such as "5G+Broadband" dual-gigabit and IPv6 large-scale deployment. At the same time, we will push for the construction of 20,000 5G base stations across the province by the end of this year; vigorously promote the integrated development of new infrastructure with leading industries and emerging industries, and give birth to a number of major projects in related industries; deeply implement the industrial Internet "100, 100, 10 million" project, promote intelligent manufacturing and manufacturing intelligence, build a "cloud" industrial chain, and accelerate the optimization and upgrading of traditional industries. Hubei Since the beginning of this year, new infrastructure has also become Wuhan's main reliance for recovering from the epidemic. On January 12, during the two sessions of Hubei Province, Governor Wang Xiaodong stated that Hubei Province must proactively plan "new infrastructure", transform and upgrade Internet-based education, medical and other network hardware platforms, and accelerate the construction of new infrastructure such as 5G, industrial Internet, and cold chain logistics. Following this instruction, Hubei Province subsequently issued the "Several Opinions on Accelerating the Construction of Major Projects and Striving to Expand Effective Investment", which proposed to implement a new round of large-scale technological transformation projects, give full play to the key supporting role of effective investment in the industrial economy, build a platform for industrial and financial cooperation, and fully promote the transformation and upgrading of traditional manufacturing industries, providing strong support for the "six stability" and "six guarantees". At the same time, we will take major new infrastructure projects as the starting point to establish a provincial and municipal project database. Among them, a total of 40 provincial-level "point-line-center-platform-park" projects have been planned, with a total investment of more than 130 billion yuan. There are also 231 prefecture-level new infrastructure projects with a total investment of 119.59 billion yuan. At present, there are 110 projects under construction with an investment of 56.05 billion yuan; 95 new projects started this year with an investment of 57.56 billion yuan. |
