On January 11, 2020, the 2020 Third Dual-State IT Beijing User Conference with the theme of "Dual-State IT Digital Intelligence Moving Forward" was held in Beijing, under the guidance of the Information Technology Service Branch of the China Electronics Standardization Association, hosted by the ITSS Data Center Operations Management Working Group (DCMG) and the Dual-State IT Alliance, and co-organized by the ITSS Media Group. More than 300 digital transformation leaders from financial, central enterprises and ministry users attended the conference, and industry experts and technology leaders discussed the innovative development of dual-state IT in data centers and new technologies and practices of intelligent operation and maintenance.

Xu Peng, from the Information Technology Development Department of the Ministry of Industry and Information Technology, said: "With the rapid development of the information technology service industry, its connotation and extension are undergoing profound changes. The rapid development of the information technology service industry is reshaping our way of life and work, and is also affecting the development of other industries. Take the financial industry as an example. Although personalized financial platforms such as Internet financial management and third-party payment meet the needs of users for small and micro financial services in fragmented time, and bring many new thoughts to the traditional financial industry with its advantages of efficiency and convenience, on the other hand, it is undeniable that these new financial tools are also accompanied by a series of information security and policy compliance issues. Zhou Ping, director of the Information Technology Research Center of the China Electronics Standardization Institute, said: "Business is the key driving force of the financial industry, and its IT system needs to be efficient, secure, and responsive. Tao Haikun, deputy general manager of Bank of China Data Center, introduced the dual-state operation and maintenance system combining agile and steady state for centralized and distributed architectures in his speech "Innovation Practice of Bank of China Data Center", including Shanhaiji, an operation and maintenance platform for traditional centralized architecture, and Yuntu, an operation and maintenance platform for new distributed environments. Tao Haikun pointed out: "The era of intelligent operation and maintenance will eventually come, and by then we will be able to complete our work better and have more energy to study new fields and technologies."

Li Xiaodong, chief architect of the Information Technology Department of China Minsheng Bank, said: "Financial services should be like an intelligent body, including a user perception system, a financial intelligence system, and a financial core system. In addition, these three systems are combined with a variety of financial ecosystems to form the entire ecological system construction in the future. With the traditional IT construction ideas, it emphasizes system security, accuracy and efficiency to ensure "steady-state IT". And with the current Internet IT construction ideas, it emphasizes agility, flexibility and elasticity to deploy "agile IT". Therefore, "dual-state IT" can effectively help the IT departments of financial institutions systematically adopt traditional centralized and emerging Internet distributed IT technologies to build a new IT architecture with harmonious coexistence of steady state and agile state.

19 institutional practice cases stand out

"Dual-state IT" is perfect in terms of architectural conception and also very effective in implementation. In the "2019 China IT User Best Practices" collection activity launched by the ITSS branch and the DCMG working group for IT user units across the country, 19 institutional cases such as the "Asset Visualization System" of the Operation Data Center of China Construction Bank, the "Hybrid Cloud Deployment" of the Shanghai Data Center of China Life, the "SDN Transformation of Shangdi Park" of Bank of China, the CDM backup system of Jiangxi Mobile, and the "R&D Energy Efficiency Optimization and Digital Management System Construction" of Orient Securities stood out, providing valuable references for improving the practical level of IT users, assisting the digital transformation of the industry, and further promoting the development of my country's information technology service industry.

To promote the development of dual-mode IT and push data centers toward standardization and rapid development, outstanding leaders are essential. Wang Lixin, Director of Operation Data Center of China Construction Bank Corporation, He Kun, Director of Information Technology Department of Southern Media Group, Guo Qiang, Deputy Director of Information Technology Center of China National Offshore Oil Corporation, and Xie Hongtao, General Manager of Information Technology Department of China Mobile Communications Group Jiangxi Co., Ltd., were awarded the title of IT User Best Practice Leaders.

In the subsequent roundtable forum on the theme of "Intelligent Operation and Maintenance Scenarios and Value", Peng Xiao, Deputy General Manager of the Information Technology Department of China Everbright Bank, Lai Fenggang, Director of the Operation and Maintenance Center of State Grid Information and Communication Company, Ban Xiaoming, Deputy General Manager of the Data Center of CITIC Bank, Lu Jianhua, General Manager of the Data Center of Shanghai Bank, and Wu Wei, Deputy General Manager of the System Operation Department of Bank of Beijing, not only exchanged views on the construction of data centers in the financial industry, but also had a comprehensive discussion on details such as log standardization and intelligent prediction algorithms.

Data center dual-state IT innovation is not only about hardware, software and system innovation, but also about management system innovation. Corresponding system evaluation and certification are also crucial. At this conference, China Quality Certification Center and China National Institute of Metrology issued the first batch of domestic data center infrastructure operation and maintenance evaluation certificates, data center infrastructure certification certificates and data center energy measurement audit and evaluation certificates to Guofu Rui Data Systems Co., Ltd. These certifications are an effective extension of the original data center-related certification business, thus forming a full coverage of data center site certification, energy-saving certification and operation and maintenance evaluation.

Afterwards, Zuo Tianzu, executive deputy leader of the DCMG working group and secretary general of the Dual-State IT Alliance, delivered an annual work report of the DCMG working group and the Dual-State IT Alliance and held a plaque awarding ceremony for the new members of the alliance, Nanjing Yunxinda Technology Co., Ltd. and Beijing 21Vianet Broadband Data Center Co., Ltd.

Xiao Yu, director of the edge cloud industry of China Unicom Group, and Li Kai, vice president of Jiuzhou Cloud, delivered a speech entitled "5G+edge computing, enabling the flourishing of industry applications", and made a detailed introduction to China Unicom's progress in industry empowerment of 5G and edge computing and the impact of 5G edge cloud on future data center construction. As a new generation of key technical infrastructure, the combination of 5G and the industry can reshape the development of the industry and promote digital transformation. With the deep integration of cloud, big data, the Internet of Things, and intelligence, innovative applications and services can be achieved.

China Industry Data Center Operation and Management Report (2019)

At the meeting, the "China Industry Data Center Operation Management Report (2019)" was officially released, which was led by the ITSS Data Center Operation Management Working Group DCMG, edited by Yang Xiaoqin, deputy director of the DCMG Special Committee and deputy director of the Operation Data Center of China Construction Bank; Tang Haihua, director of the H3C Operation and Maintenance Service Business Department, and Chen Hongfeng, deputy general manager of Hanwei Technology and ITSS architect, served as deputy editors (for more report content, please follow the official account "Dual State IT Alliance BOA").

This report takes DCMG special committee units, units that have passed GB33136 level 3 and above assessment, and some specially invited units as research objects, and adopts an empirical research approach to conduct targeted research, identification, and summary of data center operation information in 2019, in order to fully reflect the overall cognition and practice of relevant units in data center operation management, thereby providing the data center industry with a new benchmark and authoritative content product, and providing valuable reference for research institutions and more data center user leaders.

This has a lot to do with the background of the development of my country's IT industry, and it is also a summary and presentation of my country's industry data center operation and management work in 2019. In 2020, the ITSS Data Center Operation Management Working Group will continue to conduct in-depth research on more customers, and launch a new issue of the China Industry Data Center Operation Management Report with more accurate information and higher content level, setting a benchmark in the field of data center operation and management."
