Huawei joins hands with Southwest Guizhou to use cloud to give this land a better future

[51CTO.com original article] Xiao Wang is an ordinary policeman of the Public Security Bureau of Yilong New District. He has been transferred to the video investigation team for more than two years. Unlike other policemen, whenever a criminal case occurs, he does not appear on the street to visit the masses to look for clues, but analyzes and searches all the videos of the blocks related to the case in the video surveillance center. What makes Xiao Wang proud is that with the help of the linkage and coordination of high-definition video surveillance points, alarm points, and checkpoints in the jurisdiction, although he does not leave his house, he can directly or assist relevant departments in solving many cases through the public relations system video network.

Luo Xingmei is a high school student in Xingren County. She was particularly excited by a piece of news her teacher told her: starting this year, she can directly help her grandmother get a hospital appointment through an app called "Yunshang Jinzhou" on her teacher's phone. In other words, she no longer has to go to the hospital early in the morning to queue up for her 80-year-old grandmother who lives in a remote mountain village, and she no longer has to worry about taking frequent leave and delaying her studies.

Lao Pan is a manager of Wanfenglin Scenic Area. What he likes to talk about most is the automation of the scenic area. When tourists are crowded to buy tickets, the automatic ticket machine will start. When the flow of people in the scenic area is dense, the emergency dispatch command center will be in place in advance to guide tourists. The big data platform can also automatically analyze the gender and age level of tourists, and automatically identify which provinces the tourists come from, helping the scenic area to do more targeted publicity and promotion.

After reading this, some netizens may ask: Why do I start with three unrelated scenes? Perhaps some netizens with rich geographical knowledge will see that these three scenes all took place in Qianxinan Buyi and Miao Autonomous Prefecture (hereinafter referred to as Qianxinan). Yes, these are indeed fragments of life in Qianxinan, but they are not the only focus of the author's story. These three scenes have one thing in common, that is, all of their applications - Public Security Skynet, Yunshang Jinzhou APP, and Smart Tourism, are running on Huawei's cloud computing platform.

Huawei Cloud settles in Southwest Guizhou

On March 16, 2017, Huawei's Qianxinan Cloud Computing Center in Southwest China was officially launched, becoming one of the more than 30 nodes built by Huawei across the country.

Huawei Qianxinan Cloud Computing Center, as the southwest regional node in Huawei's enterprise cloud national network, carries e-government cloud, medical cloud, public security cloud and other services in Qianxinan Prefecture and surrounding areas. It is Huawei's southwest region industry support center and a national and even global cloud service business acceptance center.

With nearly 300 prefecture-level cities across the country, why did Huawei join hands with Qianxinan? How well does Qianxinan's big data development strategy fit with Huawei's cloud computing strategy? What kind of changes will Huawei's cloud computing center bring to Qianxinan, which is known as the "barrier of the southwest" and the "key to Yunnan and Guizhou"? All the answers are revealed below.

Southwest Guizhou: Build a nest to attract phoenixes and butterflies will come when flowers bloom

After carefully reviewing the comprehensive strength of Qianxinan, I can't help but admire Huawei's unique vision in site selection. Whether from the perspective of geographical location, natural conditions, supporting facilities, or development prospects, Qianxinan can be regarded as a "high-end" address for a data center.

From a geographical point of view, Qianxinan is located at the junction of Guizhou, Yunnan and Guangxi, and has been a strategic location for the three provinces since ancient times. With Qianxinan Prefecture as the center and a radius of 200 kilometers, it can radiate more than 20 million people in the three provinces of Guizhou, Yunnan and Guangxi. With well-developed transportation, it has the conditions to build a good location.

From the perspective of natural conditions, the average annual temperature in Southwest Guizhou is 13.8-19.4 degrees Celsius, with no extreme heat in summer and no extreme cold in winter. The average temperature matches the temperature range of the return air inside the data center. Its designed PUE value is as low as 1.25, which has the climate advantage of building large data centers and can minimize the cooling and dust removal costs of data centers. In addition, the geological structure is stable and far away from earthquake zones, so the risk of natural disasters in data centers is extremely low.

From the perspective of supporting facilities, Qianxinan also has a strong trump card. As we all know, data centers are very power-consuming, and Qianxinan is the only city in southern my country that has the right to independently set electricity prices, which gives it a very competitive advantage. The elegant name of Water-Ink Golden State actually has two meanings: water refers to the rich hydropower resources, with more than 100 rivers and streams in the state and a total installed power capacity of more than 7 million kilowatts; ink refers to the rich coal resources, which, converted into electricity resources, is an important power hub for China's "West-to-East Power Transmission" and greatly reduces the operating costs of data centers.

Most importantly, the big data industry is a strategic development goal of Guizhou Province and Qianxinan Prefecture. The prefecture party committee and government also attach great importance to the development of the information industry and have introduced a series of policy supporting measures to promote the vigorous development of the big data industry in Qianxinan Prefecture. Huawei's participation has given Qianxinan Prefecture more power and more development possibilities.

What happens when cloud computing meets Southwest Guizhou?

In April this year, the Ministry of Industry and Information Technology issued the "Three-Year Action Plan for Cloud Computing Development", which proposed that "by 2019, the scale of my country's cloud computing industry will reach 430 billion yuan". Many local governments have realized that cloud computing, a fuel for economic development, can provide basic support for the transformation and development of emerging fields such as big data, the Internet of Things, and artificial intelligence, as well as traditional industries.

Qianxinan is keenly aware of the value of cloud computing. For this autonomous prefecture, Huawei's cloud computing infrastructure platform is a good opportunity for it to overtake others. Qianxinan has now completed the construction of government service-related basic databases, government service call centers, the provincial public resource transaction interconnection platform, and started the construction of an emergency command center. In addition, through Huawei's cloud computing platform, data resources of public institutions such as governments and public institutions can be unified and centralized. Data such as geography, education, health, and culture can be opened to the public to develop various applications that benefit the people, greatly improving the level of public services and the efficiency of serving the people.

At the same time, the combination of cloud computing platforms with more traditional industries, in addition to bringing new business models, can also generate more valuable data, help government agencies in Southwest Guizhou strengthen risk prevention, provide more support for macroeconomic control decisions, and improve the level of social governance. The three cloud applications described at the beginning of the article are only a small part of the current cloud development in Southwest Guizhou. Residents can also enjoy services such as provident fund inquiry, flight booking, violation inquiry, and drug inquiry on the cloud.

Southwest Guizhou has two labels: elderly care and tourism

Unlike other cities, Qianxinan’s unique geographical environment allows it to have more development directions, among which retirement care and tourism are the dual distinctive labels of this place.

[[194866]]

Relying on its beautiful natural environment and unique tourism resources, Qianxinan will use Huawei's cloud computing platform to build a smart tourism big data platform, realize smart management, provide more tourism products, expand tourism formats, enhance tourists' travel experience, and build Qianxinan into a global smart mountain tourism demonstration area.

Qianxinan also plans to invest 200 million yuan to build a smart hospital system, regional health system, and family health system. At the same time, it signed a contract with BGI and plans to complete the construction of BGI Hospital and BGI Southwest Library in three years. In the future, Qianxinan will rely on Huawei's cloud computing center to focus on building health care cloud computing and big data analysis and processing capabilities, and work with Huawei's ecosystem to jointly build a smart health care big data cloud platform to promote the smart development of Qianxinan Prefecture's big health industry.

Huawei's cloud computing platform is like opening up the Ren and Du meridians for Qianxinan. Its services and applications in the fields of government affairs, poverty alleviation, education, elderly care, social security, culture, medical care, sports, tourism, food safety supervision and other livelihood areas have become more diversified, and resource allocation has been continuously optimized. It is not difficult to foresee that a new system of people's livelihood services that is more fair, more efficient, higher quality and more convenient will quickly change the future of Qianxinan.
