Huawei's "Government Cloud China Tour" arrives in Shaanxi

On June 3, at the 2017 Silk Road International Expo and the 21st China East-West Cooperation and Investment and Trade Fair, Huawei's government cloud attracted many visitors to stop. Huawei's government cloud exhibition car was fully loaded with basic knowledge of government cloud construction, Huawei's rich practical cases, and the most cutting-edge cloud computing architecture, technology and end-to-end solutions, bringing a feast of government cloud and smart city to the exhibitors.

Huawei's "Government Cloud China Tour" arrives in Shaanxi

As a global leading information and communication technology solution provider, Huawei responded promptly to the development trend of government informationization and launched a six-month "Government Cloud China Tour" in May 2017. In June, the tour came to Shaanxi and was scheduled to be held in Ankang, Xi'an and other cities in Shaanxi from June 1 to 17. Especially during the Silk Road Expo, Huawei's rich government cloud and smart city practice cases will be displayed to the whole province.

In Ankang, the first stop, combining Ankang's economic development characteristics and regional advantages, relying on Huawei's government cloud exhibition vehicle, we exchanged views and discussions with leaders and colleagues at all levels of the Ankang government and local enterprises on the major topics of "New Smart City", "Big Data and Cloud Computing", "Smart Manufacturing and Integration of Industrialization and Informationization", and "Talent Training and Exchange". We also presented Huawei's information construction achievements and applications in the global government and public service fields.

Make every effort to build a complete government cloud platform for governments at all levels

As a leading global information and communications technology solutions provider, Huawei has built a cloud industry ecosystem and has worked closely with various partners and local telecom operators. With the OpenStack open cloud architecture, its self-developed cloud operating system, 24/7 local services, and full-stack secure end-to-end solutions, it has made every effort to build a complete government cloud platform for governments at all levels. It also supports multiple application scenarios of public cloud, private cloud, and hybrid cloud, and has passed the Ministry of Public Security's "Data Center Security Level 3 Certification" and the Ministry of Industry and Information Technology's "Enhanced Level" certification for cloud computing service capabilities.

Relying on 40 R&D centers and tens of thousands of R&D personnel distributed around the world, and with an annual R&D investment of 200 million yuan, Huawei has made good preparations in many aspects such as products and technical capabilities. The Shaanxi government cloud platform was established in 2012. It is reported that after the platform was built, 1,233 business systems, four basic databases and hundreds of shared or professional databases of 95 provincial departments, 300 departments in 11 cities and 460 departments in 107 counties in Shaanxi Province were deployed and operated on this platform. As a result, government departments at all levels got rid of the burdens of information technology shortage, weak technical force and lack of talents, and relied on the province's unified e-government public platform to deploy business applications, shortening the construction period by more than 70% on average, reducing construction funds by more than 50% on average, and shortening application promotion time by more than 70% on average.

As time goes by, Shaanxi's government cloud also needs to "keep pace with the times" to cope with the endless new demands and new applications. In December last year, the Shaanxi Provincial Government issued the "Implementation Opinions on Accelerating the Promotion of the "Internet + Government Services" Work in the Province" (hereinafter referred to as the "Opinions"), mentioning that by the end of 2017, the provincial "Internet + Government Services" platform will be basically completed, government service matters will be fully disclosed, unified declaration, unified acceptance, unified feedback and full-process supervision will be achieved, and the provincial government service capabilities will be significantly improved.

By 2019, a multi-level linkage "Internet + Government Services" system will be established with provincial coordination, departmental collaboration, and access to cities, counties, and villages, so that all government services are "online and fully online", with one number for application, one window for acceptance, and one network for handling, which will greatly improve the standardization, networking, and intelligence of government services. From the perspective of architecture, we also strive to achieve deep integration of online and offline. Through a unified data sharing and exchange platform, relying on the e-government network and the Internet, we will achieve deep integration of online and offline and linkage at the provincial, municipal, county, township, and village levels.
