On August 13, the National Administration of Surveying, Mapping and Geoinformation announced that Xuzhou was included in the national smart city construction pilot plan, marking the beginning of the comprehensive upgrade of Xuzhou's digital city construction to smart city construction.

At the national digital city and smart city construction press conference held on the 13th, the Xuzhou Municipal Land and Resources Bureau, as the only representative of the prefecture-level surveying and mapping and geographic information management department, gave a detailed introduction to the construction and application of Xuzhou's digital city geographic space framework, and put forward ideas and prospects for the construction of the "smart city" spatiotemporal information cloud platform.

In May 2007, with the approval of the State Administration of Surveying, Mapping and Geographic Information, Xuzhou became the first pilot city in the province for the "Construction of Digital City Geographic Space Framework". During the "Eleventh Five-Year Plan" period, the city and county invested more than 100 million yuan in basic surveying and mapping, and carried out geographic entity improvement and update collection of the city's place names, urban addresses and points of interest, establishing more than 120,000 pieces of place name data, more than 80,000 pieces of urban address data and more than 100,000 points of interest data, forming the Xuzhou Municipal Government Information Directory and Database. During the "Twelfth Five-Year Plan" period, the municipal finance allocated 10 million yuan of special funds each year for the long-term update, maintenance and operation services of the "Digital Xuzhou" construction results.

Relying on the sharing platform and the digital Xuzhou geographic spatial framework data, Xuzhou has built a GIS-based land and resources e-government platform, realizing the city's land and resources approval, supply, use and supplementary inspection "one map" and integrated management of mines and land, effectively revitalizing 42,000 acres of land in coal mining subsidence areas, saving tens of billions of fiscal funds, and expanding the development space for urban ecological construction. The construction results of "Digital Xuzhou" have been widely used in more than 20 departments such as urban management, local taxation, water affairs, and planning. A co-construction and sharing mechanism has been established, which has effectively improved the level of comprehensive urban management. At the beginning of the year before last, the "World Map·Xuzhou" for the public was officially launched. By logging on to the website, the public can query Xuzhou's local conditions, catering, accommodation, shopping and entertainment, tourist attractions, medical education, public transportation and other information in detail, and fully understand Xuzhou's economic and social development and urban construction development.

After more than six years of efforts, the effects of the "Digital Xuzhou" construction achievements have gradually emerged, and the city management level, government work efficiency and public service capabilities have been significantly improved. According to reports, in the next step, Xuzhou will further enrich geographic information resources, deepen the expansion and application of the "Digital Xuzhou" construction achievements, and realize the development from "digital city" to "smart city", so that the people of the city can share the convenience and efficiency, fashion and happiness brought by "smart Xuzhou".

Smart city construction is based on geographic information and provides personalized services to the public through the use of new generation technologies such as the Internet and cloud computing. Xuzhou City focuses on smart land, smart transportation, smart medical care and other aspects. At present, Xuzhou City has started to establish a "Smart City Engineering Center".

It is understood that the other eight cities included in the smart city construction pilot plan are: Taiyuan, Guangzhou, Linyi, Zhengzhou, Chongqing, Wuhan, Wuxi and Zibo.
