At the 2017 National Industrial and Information Technology Work Conference, the Ministry of Industry and Information Technology stated that in 2016, the Ministry of Industry and Information Technology's special campaign to prevent and combat telecommunications fraud achieved phased results, shutting down 23,000 illegal voice lines and 675,000 "400" numbers, and removing more than 1,700 number-changing software and products, thus fully implementing real-name registration for telephone users.

Take Jiangsu as an example. Since August this year, telecommunications companies in Jiangsu Province have notified 28 million unregistered users through phone calls and text messages to complete the re-registration of their real identity information. As of the end of December 2016, 5.3 million users in Jiangsu had successfully completed the re-registration, and the real-name registration rate for telephone users has reached 100%.

On September 23, 2016, the Ministry of Industry and Information Technology and six other departments jointly issued the "Notice on Preventing and Combating Telecom Network Fraud Crimes", requiring telecommunications companies (including mobile resale companies) to strictly implement the telephone users' real identity information registration system to ensure that the real-name rate of all calls reaches 96% by the end of October 2016 and 100% by the end of the year.

The earliest regulations on real-name registration of telephone users can be traced back to 2013. On June 28, 2013, the "Regulations on Registration of Real Identity Information of Telephone Users" was reviewed and approved, and took effect on September 1, 2013. The regulations require that when telecommunications operators handle network access procedures for users, they should require users to show valid certificates and provide real identity information, and users should cooperate.

What are the consequences of not using real names? Being suspended or even cancelled

In recent years, especially in 2016, the country has made great efforts in the real-name registration of telephone users, but why is it necessary for telephone users to have real-name registration? The top ten events of 2016 by the Ministry of Industry and Information Technology show that real-name registration of telephone users is an important measure to protect the legitimate rights and interests of the people, maintain national security and social harmony and stability, and it is also an urgent need to prevent and combat telecommunications fraud.

It is not difficult to find that the real-name registration of telephone users is related to national security and the information security of telephone users. What will happen if telephone users do not register their real names? The Ministry of Industry and Information Technology said that telephone users who have not completed the supplementary registration within the specified time (end of December 2016) will have their phones suspended. The three major operators also said that by the end of December 2016, telephone users who have not registered their real names will face "double suspension", that is, they will not be able to make calls or send text messages, and they will not be able to receive calls or text messages.

After being suspended, users should not be anxious, as many places have provided opportunities for real-name re-registration. However, even so, it is recommended that users hurry up to re-register with real names to avoid having their accounts cancelled due to long suspension periods.

As for how to apply for real-name registration, the three major operators have previously notified old users to re-register with real names through various means such as publicity, announcements, text messages and phone notifications (calling the local or system-retained contact number). For specific operations, users can go to the offline business halls and online business halls of the three major operators to apply for real-name registration; in addition, some operators also provide self-service real-name registration services such as mobile business halls and WeChat public accounts, and users can choose to apply for them.

During the registration process, some users were "impersonated", that is, an unfamiliar phone number was registered under their ID card. Mr. Chen in Beijing said, "I went to apply for real-name registration and found that I had several other mobile phone numbers under my name, which scared me." Mr. Chen said, "Some of these mobile phone numbers are still in arrears. If you want to cancel the number, you need to pay off the 'arrears' first."

Mr. Chen himself speculated that this might be related to the fact that he had lost his ID card before. The reporter also learned during the previous visit that some operators' offline business halls support real-name registration services on behalf of others, as long as they have the other party's ID card and phone number.

In order to ensure the "real name", China Mobile has stated that it will strictly implement the real-name registration management requirements for new network entrants, and all physical channels will be equipped with second-generation ID card readers or NFC mobile phones to verify identity information on site. Outlets that do not have ID card chip information reading devices will not be allowed to sell cards; at the same time, it will strengthen the supervision and management of online card sales and will not authorize online card sales to any social channels.
