State Council: Promote broadband "speed increase and fee reduction" to improve people's "sense of gain"

The State Council Executive Meeting reviewed and approved the key plans for the 13th Five-Year Plan to promote the rise of the central region and national informatization, and major national science and technology projects, promote regional coordinated development, and upgrade the economic structure; and approved the "Amendment to the Water Pollution Prevention and Control Law of the People's Republic of China (Draft)".

Promote information sharing across departments and levels

The meeting believed that accelerating the development of informatization, promoting the interconnection and integration of resources and their efficient use, and improving the level of digitalization and intelligence in the industry are of great significance to promoting "Made in China 2025" and mass entrepreneurship and innovation, cultivating new momentum, and improving people's quality of life.

The meeting adopted the "13th Five-Year National Informatization Plan" and identified the following priorities:

• First, we must break down information barriers and "islands", build a unified, efficient, interconnected, secure and reliable national data resource system, connect the information systems of various departments, and promote cross-departmental and cross-level information sharing and use. Implement "Internet + Government Services" and other information benefit projects, and accelerate the opening of public data resources to the society.
• Second, we must accelerate the construction of high-speed broadband networks, open up the "last mile" to households, and further promote speed increases and fee reductions. We will implement broadband rural and small and medium-sized cities in the central and western regions to improve the basic network, and adopt mobile cellular, optical fiber, low-orbit satellites and other methods to accelerate 4G network coverage in rural and remote areas.
• Third, we must build a network and information security monitoring and early warning, emergency response and other security systems, strengthen supervision in accordance with the law, respond to the people's calls, and focus on increasing the crackdown on illegal activities such as Internet and telecommunications fraud, so that the people can use the Internet safely and with confidence.

Fourth, we must carry out 12 priority actions, including the research and development and industrialization of 5G key technologies, the construction and application of the Beidou system, network poverty alleviation, and inclusive online education, and promote information technology to better serve economic upgrading and improve people's livelihood.

Accelerate the promotion of major projects such as integrated circuit equipment

The meeting passed the 13th Five-Year Plan for the Development of National Major Science and Technology Projects, requiring that we aim at the global technological frontier, focus on major needs such as industrial upgrading, improvement of people's livelihood, and ecological governance, strengthen resource integration and collaborative innovation, mobilize social capital and other forces to participate, accelerate the promotion of major projects such as integrated circuit equipment and new drug creation, and launch a number of new major projects in a timely manner in key areas such as independent innovation in the seed industry, intelligent manufacturing, and new material research and development.

The meeting passed the "Draft Amendment to the Law of the People's Republic of China on Water Pollution Prevention and Control", which strengthens local responsibilities, highlights drinking water safety, improves the systems of pollutant discharge permits and total volume control, regional river basin water pollution joint prevention and control, tightens water pollution prevention and control measures, and increases penalties for exceeding standards and total volume emissions. The meeting decided to submit the draft to the Standing Committee of the National People's Congress for deliberation.
