Five-year action plan for new infrastructure in the transportation sector released

As one of the main driving forces of urban development, transportation plays a decisive role in the flow of production factors, the development of urban systems and the development of the national economy.

In view of this, since the founding of our country, we have always attached great importance to the development of transportation. By increasing transportation investment and promoting transportation construction, we have now grown into an important transportation power. But so far, our country cannot be called a transportation power! Because our transportation network coverage is still not perfect, transportation efficiency does not meet the needs, and various transportation problems are emerging in an endless stream.

In this context, in 2019, my country issued the Outline for Building a Strong Transportation Nation, emphasizing the need to move from a transportation power to a transportation power. With the introduction of the new infrastructure strategy, the construction of new infrastructure in the transportation field has also been put on the agenda. On September 24, the Action Plan for the Construction of New Infrastructure in the Transportation Field (2021-2025) was released, outlining a blueprint for the high-quality development of transportation in the next five years.

The "Plan" proposes that the overall goal of the construction action is to create a number of key new transportation infrastructure projects by 2025, form a number of application scenarios that can be replicated and promoted, formulate and revise a number of technical standards and specifications, and promote the integrated development of transportation infrastructure networks with transportation service networks, information networks, and energy networks. The capabilities of accurate perception, precise analysis, fine management, and meticulous service will be significantly enhanced, intelligent management will be deeply applied, and integrated services will be widely covered, effectively improving the operating efficiency, safety level, and service quality of transportation infrastructure.

To achieve this goal, the main tasks include seven aspects:

The first is to carry out smart highway construction actions. Promote the rapid development of highway sensing networks, improve the digitalization of all elements and the entire cycle of highway infrastructure, and improve the level of intelligent highway management; promote the accurate push of traffic emergency information and accompanying travel services, promote the application of electronic ETC systems on highways, and improve the level of smart highway services.

The second is to carry out the construction of smart waterways. Improve the surveying and mapping facilities of inland high-level waterways to enhance the waterway operation guarantee capability; integrate waterway, maritime and water transport data resources to enhance the emergency response linkage efficiency of waterway emergencies and enhance the waterway collaborative supervision capability; carry out the digital transformation of traditional waterway facilities and the application of virtual navigation marks to enhance the comprehensive service capability of waterways.

The third is to carry out smart port construction actions. Accelerate the construction and transformation of new docks and storage yards, strengthen the remote autonomous control transformation of facilities, recommend the deep integration of terminal operating systems and equipment control systems, and promote the automation of terminal operation equipment; promote the interconnection and sharing of information among all parties in the port, build a smart logistics service platform for the port, and improve logistics convenience and business efficiency.

Fourth, we will launch smart hub construction actions. We will improve facilities such as intelligent inter-trip navigation, ticketing services, sign guidance, and integrated three-dimensional transfers, promote the use of portable on-board security inspection equipment, promote the widespread use of electronic tickets, and promote the intelligent construction of comprehensive passenger hubs; we will promote intelligent security inspection, loading and unloading, picking and other equipment, build intelligent warehousing and other facilities, and promote the intelligent construction of freight hubs.

The fifth is to carry out transportation information infrastructure construction actions. Promote the construction of a comprehensive transportation big data center system, create a comprehensive transportation data brain, and build a comprehensive transportation information platform; assist in the construction of communication information infrastructure, and carry out the integrated application of 5G and other technologies in important transportation infrastructure; deepen the application of the Beidou navigation system; and strengthen network security protection.

The sixth is to carry out the construction of innovative transportation infrastructure. Organize and implement major scientific and technological projects, accelerate the construction of a long-term performance scientific observation network for transportation infrastructure, implement key core technology breakthroughs such as transportation infrastructure digitalization projects, and carry out pilot applications of intelligent transportation such as autonomous driving; strengthen the construction of scientific and technological innovation capabilities, and strengthen the layout of key scientific research platforms such as new energy and AI.

The seventh is to carry out standard and specification improvement actions. Improve the framework of the new infrastructure standard and specification system, accelerate the research and formulation of key and basic national and industry standards, improve communication networks, Beidou system, data fusion and other standards and specifications; encourage all parties to promote the establishment of infrastructure standards and specifications that are suitable for autonomous driving, automated terminals, and unmanned delivery, and form a number of local, group, and enterprise standards.

In addition, the "Plan" also emphasizes the need to strengthen the three aspects of organizational implementation, diversified investment, and innovative promotion. The release and implementation of the "Plan" will promote the rapid construction and formation of my country's new transportation infrastructure, and promote my country's transportation development to move towards high quality and intelligent development.
