The Ministry of Industry and Information Technology pointed out that since the issuance of the "Guiding Opinions of the State Council on Deepening the Development of Industrial Internet through "Internet + Advanced Manufacturing", with the joint efforts of all parties, my country's industrial Internet development has achieved remarkable results. The action plan for the initial period of 2018-2020 has been completed, and some key tasks and projects have exceeded expectations. The role of network infrastructure, platform hub, data elements, and security assurance has been further demonstrated.

2021-2023 is a period of rapid growth for my country's industrial Internet. The Action Plan proposes development goals, namely, by 2023, the construction of new infrastructure for the industrial Internet will advance both in quantity and quality, new models and new formats will be widely promoted, and the comprehensive strength of the industry will be significantly improved.

Specifically, the new infrastructure has been further improved. The industrial Internet network infrastructure covering all regions and industries has been initially built, and 30 5G fully connected factories have been built in 10 key industries. The innovation and empowerment effect of the identification resolution system has been highlighted, and the number of secondary nodes has reached more than 120. Build 3 to 5 comprehensive industrial Internet platforms with international influence. The national industrial Internet big data center system has been basically completed, and 20 regional sub-centers and 10 industry sub-centers have been built.

The effectiveness of integrated applications has been further demonstrated. New models and new formats such as intelligent manufacturing, networked collaboration, personalized customization, service extension, and digital management have been widely popularized. The production efficiency of key enterprises has increased by more than 20%, and the application rate of new models has reached 30%. The foundation for the development of digitalization, networking, and intelligence in the manufacturing industry has become more solid, and the results of quality improvement, efficiency increase, cost reduction, green, and safe development have been continuously improved.

The ability of technological innovation has been further improved. The basic innovation ability of the industrial Internet has been significantly improved. A number of key technologies in the fields of network, identification, platform, security, etc. have achieved industrial breakthroughs, and the supply capacity of industrial chips, industrial software, industrial control systems, etc. has been significantly enhanced. A unified, integrated, and open industrial Internet standard system has been basically established, and breakthroughs have been made in the development of standards in key areas.

The industrial development ecology will be further improved. Cultivate and develop more than 40 innovative leading enterprises with main business income exceeding 1 billion yuan, and form 1 to 2 leading enterprises with international influence. Cultivate 5 national-level industrial Internet industry demonstration bases to promote the modernization of the industrial chain and supply chain.

Security assurance capabilities have been further enhanced. The classification and grading management of network security for industrial Internet enterprises has been effectively implemented, focusing on key industrial fields to create 200 demonstration enterprises and 100 excellent solutions. A number of leading security service companies with strong comprehensive strength have been cultivated, and a number of industrial Internet security innovation demonstration parks have been created. A security technology monitoring service system for the industrial Internet that covers the entire network, is multi-party linked, and operates efficiently has been basically established.
