NDRC: Accelerate the layout of new infrastructure such as 5G and the Internet of Things

Ning Jizhe pointed out that in April, the national total retail sales of consumer goods fell by 7.5% year-on-year, and the decline narrowed by 8.3 percentage points from March. This also shows that with the continuous recovery of the economy and the advancement of resumption of work and production, the general trend of expanding consumption scale and upgrading structure in my country has not changed. I believe that the consumption data in May will be even better.

Ning Jizhe said that in the next step, the National Development and Reform Commission will take multiple measures to promote the recovery of consumption in accordance with the requirements of the "Government Work Report".

First, vigorously promote the optimization and upgrading of commodity consumption. Mainly in terms of food, clothing, daily necessities, housing and transportation. In terms of food, we should not only eat enough, but also guide people to eat well and eat safely; in terms of clothing, we should not only wear warm clothes, but also promote people to wear well and dress appropriately; in terms of daily necessities, we should not only use them, but also promote good and diverse use; in terms of housing, we should vigorously develop the housing rental market, increase the transformation of old urban communities to suit the needs of the elderly and the convenience of the people, so that residents can live comfortably; in terms of transportation, we should further promote the optimization and upgrading of automobile consumption and the circulation of second-hand cars, implement the relevant fiscal and taxation support policies for the purchase of new energy vehicles, and make residents travel conveniently. At the same time, we should follow the trend of upgrading residents' consumption, strengthen the brand, quality, standard and quality construction and supervision of commodities, continuously improve the residents' consumption environment, and improve the consumption level.

Second, comprehensively promote the quality improvement and expansion of service consumption. Combined with the supply-side reform and development of the service industry, accelerate the release of the potential of service consumption such as culture, tourism, sports, elderly care, childcare, housekeeping, education and training, enrich the supply of cultural and tourism products, improve the quality of domestic tourism, promote the prosperity and development of cultural undertakings and industries, vigorously develop sports consumption, and popularize national fitness and sports viewing. Now there are 400 million people exercising every day in the country. If we can reach 800 million people, the sports market will double. Optimize the effective supply of elderly care services in all aspects, support social forces to develop inclusive childcare services, carry out in-depth "leader" actions to improve the quality and expand the capacity of domestic services, promote the integration of industry and education, and support social forces to organize education and training.

The third is to accelerate the cultivation of new consumption. Mainly digital consumption, network consumption, information consumption, etc. From January to April this year, the national online retail sales of physical goods increased by 8.6% year-on-year, accounting for 24.1% of the total retail sales of consumer goods, an increase of 5.5 percentage points year-on-year, which shows the power of new consumption. We must follow the trend and increase our efforts to promote the organic integration of online and offline consumption, and promote the digital transformation and upgrading of traditional offline formats. Innovate contactless and low-contact consumption models, explore and develop new retail formats such as smart supermarkets, smart stores, and smart restaurants. Vigorously develop the "Internet + social service" consumption model, and cultivate and enrich online consumption such as online education, online medical care, and online entertainment. Actively develop new information products such as mid-to-high-end mobile communication terminals, wearable devices, and ultra-high-definition video terminals to promote the update and upgrade of information consumption.

Fourth, actively expand green, healthy, energy-saving and environmentally friendly consumption. Guided by green development, promote the production, supply and consumption of green, organic and ecological agricultural products. Smooth resource recycling, accelerate the improvement of the recycling network, and promote the replacement of motor vehicles, home appliances and electronic products. We have accumulated some home appliances and electronic products at home. Through recycling, we must "turn" them around and promote consumption renewal. Improve the industrial energy conservation and green manufacturing standard system, and lead the promotion and application of green energy-saving products and green design products. Taking the opportunity of responding to the new crown pneumonia epidemic, advocate the formation of healthy consumption concepts and healthy lifestyles in the whole society, and encourage the reserve of medical aid boxes including masks on a family basis. We have more than 400 million families, and everyone should have the concept and habit of self-rescue reserves. Integrate and optimize medical and health resources and supply chains, improve the health industry system, and expand health service consumption.

Fifth, we will strengthen the network layout of consumption infrastructure and service systems. We will accelerate the layout of new infrastructure such as 5G networks, data centers, industrial Internet, and Internet of Things that support new consumption. We will improve the urban and rural logistics and distribution systems, and promote the construction of facilities such as smart express cabinets and resource sharing. We will optimize the layout of important nodes in the consumption network, cultivate a number of international consumption center cities, and build a number of regional consumption centers with strong radiation and driving capabilities and advantages in resource integration. We will promote the construction of urban and rural commercial outlets, optimize the planning and layout of commercial retail enterprises, including the development of small store economy and night economy, which are promising.
