This morning, the National Development and Reform Commission held a press conference in April. At the press conference, the National Development and Reform Commission clarified the scope of new infrastructure construction for the first time, with data centers as computing infrastructure listed as the first aspect. The meeting also introduced the four aspects of work that will be focused on in the new infrastructure construction, including "grasping project construction".

Wu Hao, director of the Innovation and High-tech Development Department of the National Development and Reform Commission, introduced that preliminary research shows that new infrastructure is an infrastructure system that is guided by new development concepts, driven by technological innovation, based on information networks, and oriented towards the needs of high-quality development, and provides services such as digital transformation, intelligent upgrades, and integrated innovation.

At present, the new infrastructure mainly includes three aspects:

1. Information infrastructure. It mainly refers to the infrastructure generated based on the evolution of new generation information technology, such as communication network infrastructure represented by 5G, Internet of Things, Industrial Internet, and Satellite Internet, new technology infrastructure represented by artificial intelligence, cloud computing, blockchain, etc., and computing power infrastructure represented by data centers and intelligent computing centers.

2. Converged infrastructure. This mainly refers to the converged infrastructure formed by deeply applying technologies such as the Internet, big data, and artificial intelligence to support the transformation and upgrading of traditional infrastructure, such as intelligent transportation infrastructure and smart energy infrastructure.

3. Innovation infrastructure. It mainly refers to infrastructure with public welfare attributes that supports scientific research, technological development, and product development, such as major scientific and technological infrastructure, science and education infrastructure, and industrial technology innovation infrastructure.

It was also pointed out at the meeting that with the technological revolution and industrial transformation, the connotation and extension of new infrastructure will not remain unchanged, and the National Development and Reform Commission will continue to follow up and study it.

He also introduced that the NDRC will work with relevant departments to deepen research, strengthen coordination, improve systems, and focus on four aspects of new infrastructure.

Strengthen top-level design. Study and issue relevant guiding opinions on promoting the development of new infrastructure.

Optimize the policy environment. Focus on improving the long-term supply quality and efficiency of new infrastructure, and revise and improve access rules that are conducive to the sustained and healthy development of emerging industries.

We will do a good job in project construction. We will accelerate the deployment of 5G networks, promote the optimization and upgrading of fiber-optic broadband networks, and accelerate the construction of a national integrated big data center. We will steadily advance the "digital +" and "smart +" upgrades of traditional infrastructure. At the same time, we will deploy innovative infrastructure ahead of time.

Do a good job in overall coordination. Strengthen departmental collaboration, and accelerate industry maturity and facility improvement through pilot demonstrations, compliance guidance, etc. Promote government-enterprise collaboration, stimulate the investment enthusiasm of various entities, and promote mutual promotion and advancement of technological innovation, deployment and construction, and integrated applications.
