The Ministry of Industry and Information Technology held an expert seminar on promoting digital infrastructure construction

On April 17, Chen Zhaoxiong, Vice Minister of the Ministry of Industry and Information Technology, attended the meeting. Chen Zhaoxiong emphasized that digital infrastructure is an important area for cultivating new models, new business forms, new industries, and promoting the transformation of new and old kinetic energy; it is a key support for promoting the transformation and upgrading of traditional industries, achieving cost reduction, quality improvement and efficiency enhancement, and enhancing the market competitiveness and overall development level of traditional industries; it is an important support for accelerating the modernization of governance systems and governance capabilities, and comprehensively improving governance efficiency, capabilities and levels.

First, build a strong supporting capacity network. Accelerate the progress of 5G construction, strive to build a high-quality, wide-coverage 5G network as soon as possible, especially in industrial clusters and economically developed areas with urgent needs. Accelerate the creation of an industrial Internet that fully connects people, machines and things, and significantly improve the equipment connection and industry empowerment capabilities of the industrial Internet platform. Vigorously develop new intelligent computing facilities, promote the orderly construction and use of large data centers, and upgrade and transform small and micro data centers.

Second, cultivate and expand rich application scenarios. Adhere to application-oriented and demand-oriented approaches, continue to enrich the application of "digital infrastructure", promote the integrated development of digital infrastructure with various fields of the real economy such as manufacturing, energy, transportation, and agriculture, and accelerate the digitalization, networking, and intelligent transformation of traditional industries. Cultivate a new economy that integrates online and offline, and expand and upgrade information consumption. Innovate social governance application models and explore the application of digital infrastructure in social management, public services, education and medical care, smart cities, and other fields.

The third is to build a network security protection system. Plan, build and operate the network security protection system in sync with the digital infrastructure, promote the security protection of key information infrastructure, improve the network security technology monitoring system and emergency response mechanism, strengthen the security of 5G, industrial Internet, data centers, cloud platforms and other facilities, and ensure the safe, stable and reliable operation of digital infrastructure.

Fourth, continue to strengthen scientific and technological innovation breakthroughs. Accelerate the collaborative research of core technologies and application technologies for digital infrastructure, increase support for the research and development of 5G enhanced technologies and 6G technologies, and promote the precise connection of innovation chains, industrial chains, capital chains, and policy chains. Promote the establishment of a converged standard system, accelerate the formulation and promotion of common standards and key technology standards for digital infrastructure, and smooth the channels for industrial innovation.

Fifth, we will continue to optimize the industrial development ecology. We will improve laws and regulations, deepen institutional and mechanism reforms, form a joint force, and create a development environment that encourages and supports the construction of a new generation of digital infrastructure. We will study and formulate relevant support policies, relax market access, and stimulate market vitality. We will strengthen talent training and build a multi-level, high-quality digital talent team.
