Recently, the Ministry of Industry and Information Technology issued a notice on the issuance of the "5G+Industrial Internet" 512 Project Promotion Plan. The notice pointed out that the integration and innovation of 5G and the Industrial Internet is still in its infancy, and the industrial foundation needs to be further consolidated, the path model needs to be further explored, and the development environment needs to be further improved. In order to accelerate the implementation of the "5G+Industrial Internet" 512 Project and promote the integration and innovation of 5G and the Industrial Internet with high quality, this plan is formulated.

The notice proposes that by 2022, a number of 5G key technologies for the specific needs of the Industrial Internet will be broken through, and the industrial support capacity of "5G+Industrial Internet" will be significantly enhanced; 5 industrial public service platforms will be built to construct innovation carriers and public service capabilities; the pilot application of "5G+Industrial Internet" in vertical fields will be accelerated, and the intranet construction and transformation will cover 10 key industries; a number of "5G+Industrial Internet" intranet construction and transformation benchmarks and model projects will be created, forming at least 20 typical industrial application scenarios; cultivate and form an innovative trend of 5G and Industrial Internet integration, mutual promotion and common progress, and exponential development, promote the digitalization, networking, and intelligent upgrading of the manufacturing industry, and promote high-quality economic development.

The notice proposes to enhance the industrial capacity of key network technologies of "5G+Industrial Internet" and strengthen the research on technical standards of "5G+Industrial Internet". Benchmarking against industrial production environments and existing network systems, efforts should be made to break through emerging technologies such as 5G super uplink, high-precision indoor positioning, deterministic networks, and high-precision time synchronization, and to break through the bottleneck of 5G's carrying capacity for industrial applications such as high real-time, high reliability, and high precision in complex industrial scenarios. The role of the National Industrial Internet Standard Coordination and Promotion Group, the General Group, and the Expert Advisory Group should be brought into play, and the China Communications Standards Association (CCSA) and related industry standardization organizations should be coordinated to study and formulate the "5G+Industrial Internet" integration standard system and improve the integration technology and application standards.

The notice proposes to accelerate the research and development and industrialization of "5G+Industrial Internet" integrated products, accelerate the research and development and industrialization of industrial-grade 5G chips and modules, gateways, and industrial multi-access edge computing (MEC) and other communication equipment, promote the integration and innovation of 5G technology with industrial control systems such as programmable logic controllers (PLC) and distributed control systems (DCS), and cultivate "5G+Industrial Internet" characteristic industries.

The notice proposes to accelerate the deployment and implementation of "5G+Industrial Internet" network technology and products, conduct in-depth research on key issues such as 5G network deployment architecture, network configuration, business deployment, network and data security, and spectrum allocation in factories, and form a network deployment architecture and solution covering key industries. It is also recommended to promote basic telecommunications companies to combine 5G independent networking and applications, design, build, manage and operate the industrial Internet intranet for qualified industrial enterprises, and explore a sustainable business model.

The notice requires the enhancement of the innovative application capabilities of "5G+Industrial Internet" and the creation of five intranet construction and transformation public service platforms.

Relying on the Industrial Internet Innovation and Development Project, we will build five 5G networking transformation and promotion service platforms within industrial Internet enterprises, construct a network testing environment that meets the needs of industrial enterprises to carry out 5G network application research and development and verification, provide small and medium-sized enterprises with "5G+Industrial Internet" intranet construction and transformation templates, carry out application consulting and R&D training, and enhance public service capabilities.

The notice requires the selection of 10 key "5G+Industrial Internet" industries based on the principles of "relatively widespread application, deep integration, greater industrial impact, and mid- and upper-stream of the industrial chain". It encourages localities to build "5G+Industrial Internet" integrated application pilot zones, create a "5G+Industrial Internet" park network, and lead the integration and innovation of 5G technology in vertical industries.

The notice requires the exploration of 20 typical application scenarios of "5G+Industrial Internet", and the creation of a number of "5G+Industrial Internet" intranet construction and transformation benchmarks and model projects based on the Industrial Internet Innovation and Development Project and the Industrial Internet Pilot Demonstration. Industrial enterprises are encouraged to combine production process optimization with intranet construction and transformation, and promote the extension of 5G network deployment and application from peripheral production links to internal production links. At least 20 replicable and popularizable typical industrial application scenarios are explored and refined to form a demonstration and leading effect of "5G+Industrial Internet" intranet construction and transformation.

In addition, the construction of the "5G + Industrial Internet" test bed encourages enterprises, universities, research institutions, industrial alliances, etc. to jointly build the "5G + Industrial Internet" technology test bed, and carry out research and development, test verification, evaluation and assessment of integrated technologies, standards, equipment, and solutions. Facing the 10 key industries of "5G + Industrial Internet", all parties are encouraged to jointly build industry application test beds to enhance the 5G application innovation capabilities in vertical fields.
