4G network speed slows down? Ministry of Industry and Information Technology talks with three operators on this issue

On the 22nd, the Ministry of Industry and Information Technology summoned three basic operators to discuss the slowdown of 4G network speed reported by the public. Wen Ku, director of the Information and Communication Development Department of the Ministry of Industry and Information Technology, said in an interview with reporters that the Ministry of Industry and Information Technology will guide operators to actively carry out network expansion and upgrading, increase supervision, continue to maintain and transform 4G networks, and protect the legitimate rights and interests of users.

Wen Ku said that the Ministry of Industry and Information Technology guided the China Academy of Information and Communications Technology to build a nationwide monitoring platform to monitor the 4G network speed through technical means. The monitoring shows that the national average 4G download speed has continued to increase in recent years, reaching 23.78Mbps in July 2019, and there has been no significant decline in the speed overall.

Wen Ku admitted that the 4G network is a shared network, shared by all users in the area, and the speed will fluctuate within a range. The network experience speed will also be affected by many factors including the number of users, traffic scale, website visits, etc. "For example, in places with dense users such as train stations and concerts, the experience speed may temporarily decrease," he said.

In response to the question that "the development of 5G networks will lead to a slowdown in 4G speed", Wen Ku said that the Ministry of Industry and Information Technology has never required and will not require operators to reduce or limit the speed. There is no such thing as dismantling 4G or limiting the 4G speed after building 5G. The 4G network will coexist with the 5G network for a long time.

"We will increase network capacity through various means such as technological transformation and continue to promote improvements in network experience speed." Wen Ku said that the Ministry of Industry and Information Technology will use the high-speed and large-bandwidth characteristics of 5G to divert 4G network traffic, while continuing to maintain and transform the 4G network, increase supervision, and protect the legitimate rights and interests of users.
