Zhang Xuezhi from the Ministry of Industry and Information Technology: We will continue to support all parties in the industry to jointly promote the development of 5G applications

From July 13 to 15, the 2021 China Internet Conference was held in Beijing. At the "5G Innovation Application" forum held yesterday, Zhang Xuezhi, deputy director of the Information and Communication Development Department of the Ministry of Industry and Information Technology, said that at present, a new round of global scientific and technological revolution and industrial transformation is in full swing, which has a profound impact on global economic and social development. 5G, as an important direction for the evolution and upgrading of information and communication technology, is an important cornerstone for promoting the digital transformation of the economy and society. Accelerating the integration of 5G with new technologies such as artificial intelligence, cloud computing, and big data, and promoting the innovative development of 5G integrated applications will further release the amplification, superposition and multiplication effect of digital on economic development, which is of great significance to promoting the digital transformation of the economy and society and supporting the high-quality development of the service economy.

Zhang Xuezhi introduced that the Ministry of Industry and Information Technology has thoroughly implemented the important instructions of General Secretary Xi Jinping and the important arrangements of the Party Central Committee and the State Council, vigorously promoted the development of 5G applications, and made positive progress.

First, with the collaboration of multiple parties , the policy environment has been continuously optimized. The Ministry of Industry and Information Technology, together with nine other ministries and commissions including the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Education, and the Ministry of Finance, has just jointly released the 5G Application Sailing Action Plan (2021-2023), which clarifies China's overall development goals, key indicators, key areas, and other contents, vigorously promotes the comprehensive and coordinated development of 5G, and deeply promotes 5G applications to empower the health industry. All localities have continuously increased their support. At present, the country has issued more than 560 policy documents in support of 5G, creating a good policy environment for the development of 5G applications.

The second is advanced deployment , and 5G construction is accelerating. At present, China has built more than 840,000 5G base stations and has built the world's largest 5G independent main network, covering all cities at the prefecture level and above in the country.

The third is key breakthroughs . The links in the industrial chain are constantly improving. The number of 5G terminal connections has exceeded 300 million, ranking first in the world. 5G industry modules have achieved small-scale shipments and have been put into use in industrial gateways, smart homes and other fields.

Fourth, we have taken multiple measures to deepen cross-departmental cooperation. We have jointly carried out pilot projects and demonstrations with the National Health Commission, the Ministry of Education, the Ministry of Management, the National Energy Administration, the China Railway Group and other departments to widely promote the implementation of applications in various industries. We have held three consecutive Blooming Cup 5G Application Collection Competitions, collecting more than 8,000 cases in total, which has greatly stimulated the enthusiasm for 5G application innovation. The fourth 5G Application Innovation was officially launched on May 16, which will further promote the in-depth and practical development of 5G applications.

"At present, 5G applications have entered a critical period of large-scale development. The sustainable and healthy development of 5G applications is inseparable from the joint efforts and cooperation of all parties in the industry. The Ministry of Industry and Information Technology will, as always, support all parties in the industry to jointly promote 5G applications and promote the long-term development of 5G applications." Zhang Xuezhi made three suggestions on the spot:

First, we will consolidate the foundation for application development . In accordance with the principle of deep advancement and closely following different application scenarios, we will steadily advance the network construction of the 5G independent networking mode, continue to promote the research and development and industrialization of 5G enhanced technologies and standards, strengthen equipment research for key systems, actively promote the deployment of key technologies such as 5G network slicing and edge computing, give full play to 5G, new capabilities, and new features, accelerate the filling of the shortcomings and weaknesses of the 5G chip, module, terminal and other industrial chains, and enhance the support capabilities of the industrial foundation.

Second, deepen the innovation of integrated applications , continue to play the role of 5G in the interconnection of all things, and achieve the effect of integrating all industries. Strengthen the innovation collaboration between 5G and vertical industries, jointly carry out 5G application exploration, and jointly build a good ecology for the healthy development of 5G. Cultivate new models and new formats such as 5G plus smart electricity, 5G plus industrial Internet, 5G plus Internet of Vehicles, and 5G plus smart agriculture, promote the upgrading of new information consumption, accelerate the promotion and implementation of 5G new consumer applications such as 5G plus 4K, 8K, 5G plus XR, new wearable devices, and 5G broadcast vehicles, improve the experience of individual users and applications, and improve social and people's livelihood inclusive services. Carry out pilot demonstration work in the fields of smart transactions, smart medical care, smart cultural tourism, smart cities, and other people's livelihood areas, promote the implementation of 5G applications, and drive the formation of a scalable replicable model.

Third, we will maintain a fair and open cooperation environment , adhere to the principles of technology-based, friendly consultation, mutual benefit and win-win, further deepen multi-level exchanges and cooperation among government industry organizations and enterprises in international standards, technology research and development, network construction, application development, etc., promote the formation of a broader industry consensus, strengthen international cooperation in the field of 5G security, promote 5G network security standards, technology research and development, and mutual recognition of evaluation, and create an open, fair and transparent market environment.
