5G integrated applications are an important engine for promoting the digitalization, networking, and intelligent transformation of the economy and society. This plan is formulated to implement the important instructions of General Secretary Xi Jinping on accelerating the development of 5G and the decisions and arrangements of the Party Central Committee and the State Council, vigorously promote the comprehensive and coordinated development of 5G, and further promote 5G empowerment of thousands of industries, promote the formation of a high-level development model of "demand driving supply, and supply creating demand", drive the upgrading of production methods, lifestyles, and governance methods, and cultivate and expand new momentum for economic and social development.

I. General requirements

1. Guiding ideology

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth and fifth plenary sessions of the 19th Central Committee of the Communist Party of China, base ourselves on the new development stage, implement the new development concept, and build a new development pattern. 2. Basic principles

Adhere to demand-driven. Give full play to the decisive role of the market in resource allocation, strengthen the dominant position of enterprises in the development of 5G applications, further release the demand potential for 5G applications in the consumer market, vertical industries, social livelihood, etc., and stimulate the vitality of 5G application innovation.

Adhere to innovation-driven development. Focusing on the personalized needs of 5G industry applications, we will increase technological innovation, strengthen the research and development of key technologies and products, and lay the technical and industrial foundation for the development of 5G applications. We will follow the objective laws of the gradual introduction of 5G technology, standards, industries, networks and applications, closely follow the pace of international standards, and promote the development of 5G applications in a focused manner.

Adhere to key breakthroughs. Focus on the key links of 5G development, and strive to solve key common problems such as protocol standard interoperability, application ecosystem construction, and industrial foundation strengthening. Support breakthroughs in key areas with solid foundations, clear models, and broad prospects, and demonstrate and lead the large-scale implementation of 5G applications.

Adhere to coordination and linkage. Strengthen communication and coordination among all parties, and facilitate cross-departmental, cross-industry, and cross-field collaboration. Give full play to the enthusiasm of industries and localities, and introduce and implement policy measures to support the development of 5G applications. Give full play to the leading role of leading enterprises, promote deep interconnection and collaborative cooperation between upstream and downstream enterprises, and form a "team competition" model.

(III) Overall Objectives

By 2023, the development level of 5G applications in my country will be significantly improved, and the comprehensive strength will continue to increase. We will create a new ecosystem with deep integration of IT (information technology), CT (communication technology), and OT (operation technology), achieve breakthroughs in the depth and breadth of 5G applications in key areas, build dual pillars of technology industry and standard system, further improve basic capabilities such as network, platform, and security, and gradually form a situation where 5G applications "set sail for a long journey".

  • Key indicators of 5G applications have been greatly improved. The penetration rate of 5G individual users has exceeded 40%, and the number of users has exceeded 560 million. The proportion of 5G network access traffic has exceeded 50%, and the efficiency of 5G network utilization has been significantly improved. The average annual growth rate of 5G IoT terminal users has exceeded 200%.
  • The effectiveness of 5G applications in key areas is prominent. In the field of personal consumption, a number of new businesses, new models, and new formats of "5G+" new consumption have been created, and users' sense of gain has been significantly improved. In the vertical industry field, the 5G application penetration rate of large industrial enterprises has exceeded 35%, and 5G applications in the fields of electricity, mining, etc. have been replicated and promoted on a large scale. The scope of the 5G+ Internet of Vehicles pilot has been further expanded, promoting the digital transformation and upgrading of traditional industries such as agriculture and water conservancy. In the field of social livelihood, a number of 5G+ smart education, 5G+ smart medical care, and 5G+ cultural tourism model projects have been created, and the level of 5G+ smart city construction has been further improved. More than 100 5G application benchmarks have been created for each key industry.
  • The 5G application ecosystem continues to improve. A cross-departmental, cross-industry, and cross-field collaborative mechanism has been initially established, forming a 5G application integration and innovation model guided by government departments, driven by leading enterprises, and coordinated by small and medium-sized enterprises. Cultivate a group of 5G application solution providers with broad influence and form more than 100 5G application solutions. Complete the framework of the 5G application standard system for basic commonality and key industries, and develop more than 30 key industry standards.
  • The key infrastructure support capabilities have been significantly enhanced. The 5G network coverage level has been continuously improved, with more than 18 5G base stations per 10,000 people, and more than 3,000 5G industry virtual private networks have been built. A number of 5G converged application innovation centers have been built, and the capabilities of the public service platform for application innovation have been further enhanced. The 5G application security assurance capabilities have been further improved, 10-20 5G application security innovation demonstration centers have been built, 3-5 regional demonstration benchmarks have been established, and a security assurance system that is compatible with the development of 5G applications has been basically formed.

2. Breakthrough in key links of 5G applications

1. Action to build a 5G application standard system

1. Accelerate the integration of cross-industry protocol standards. Strengthen the overall coordination of important standardization matters across departments, industries, and fields, establish and improve the cooperation mechanism of relevant standardization organizations, realize protocol interoperability and standard mutual recognition as soon as possible, systematically promote the construction of 5G industry application standard system and the implementation of relevant policies and measures, and accelerate the formulation of integrated application standards. Give full play to the advantages of the industry organization of the 5G application industry array and promote the implementation of integrated application standards.

2. Develop integrated application standards for key industries. Systematically promote the research on 5G integrated application standards for key industries, clarify the key directions of standardization, strengthen the development of basic common standards, integrated equipment standards, and key industry solution standards, accelerate the process of standardization and generalization, and make breakthroughs in the research and formulation of integrated standards in key areas.

Continue to promote the development of 5G enhanced technology base stations and consolidate the mid-frequency band 5G industry capabilities. Organize the development and end-to-end testing of 5G millimeter wave base stations, accelerate the maturity of technology and products, and lay the industrial foundation for the commercial use of 5G millimeter waves. According to the phased characteristics of different versions of the 5G international standard, the R15 version focuses on high-speed and large-bandwidth applications, the R16 version focuses on high-reliability and low-latency applications, and the R17 version focuses on medium-speed and large-connection applications. Technology, industrialization and application introduction will be carried out in stages.

5. Accelerate the improvement of industry shortcomings and weaknesses. Increase investment in baseband chips, RF chips, key RF front-end devices, etc., accelerate the breakthrough of technical and industrialization bottlenecks, and drive the overall level of the industry such as design tools, manufacturing processes, key materials, and core IP. Accelerate the research and development and industrialization of lightweight 5G chip modules and millimeter wave devices, further improve the cost performance of terminal modules, meet the personalized needs of industry applications, and enhance the basic support capabilities of the industry. Support the research and development of high-precision, high-sensitivity, and large dynamic range 5G RF, protocol, performance and other instruments and meters, and drive breakthroughs in high-end chips and core components for instruments as soon as possible.

6. Accelerate the maturity of new consumer terminals. Promote the popularization of mass consumer products such as 5G-based wearable devices, smart home products, and ultra-high-definition video terminals. Promote the in-depth development of embedded SIM (eSIM) wearable device services, and study to further expand application scenarios. Promote the engineering research of immersive devices such as virtual reality/augmented reality, focus on breakthroughs in key core technologies such as near-eye display, rendering processing, perception interaction, and content production, and strive to reduce product power consumption and improve product supply levels.

3. Empowering key areas of 5G applications

7. 5G+information consumption. Promote the integration of 5G and smart home, deepen the application of technical means such as sensor control, voice control, and remote control, develop smart home appliances, smart lighting, smart security monitoring, smart speakers, new wearable devices, service robots, etc. based on 5G technology, and continuously enrich 5G application carriers. Accelerate the promotion of smart products such as cloud AR/VR headsets, 5G+4K cameras, and 5G panoramic VR cameras, drive the consumption of new products and new content, and promote the development of new experience-based consumption.

8. 5G+ converged media. Promote the use of 5G backpacks, ultra-high-definition cameras, 5G broadcast vehicles and other equipment, and use 5G technology to accelerate the intelligent upgrade of traditional media production, interviews, editing, broadcasting and other links. Promote high-tech video services, promote the implementation of 5G New Radio (NR) broadcasting and television, and provide broadcasting and emergency broadcasting services. Carry out 5G+8K live broadcast and 5G+panoramic interactive audio and video services, cultivate a 360-degree viewing experience, and promote the popularization of 5G in large-scale events in conjunction with major events such as the 2022 Beijing Winter Olympics and Paralympics.

9. 5G+Industrial Internet. Promote the deep integration of 5G modules with industrial terminals such as AR/VR, remote control equipment, machine vision, AGV, etc., accelerate the use of 5G to transform industrial intranets, create a 5G fully connected factory benchmark, form a network deployment model that integrates information technology networks and production control networks, and promote "5G+Industrial Internet" to serve the core links of production. Focus on key industries for the development of "5G+Industrial Internet" around R&D design, production and manufacturing, operation management, product services and other links, create typical application scenarios, continue to carry out pilot demonstrations of "5G+Industrial Internet", support the in-depth application of 5G in intelligent manufacturing fields such as quality inspection, remote operation and maintenance, multi-machine collaborative operation, and human-machine interaction, continuously strengthen demonstration and guidance, and promote the replication and promotion of mature models in more industries and fields. Create an industrial ecology, promote regional applications, encourage various regions to build pilot areas for the integrated application of "5G+Industrial Internet", and continuously expand the application of 5G in raw materials, equipment, consumer goods, electronics and other fields.

10. 5G+Internet of Vehicles. Strengthen the coordination of industries such as automobiles, communications, and transportation, strengthen the connection between governments, industry organizations, and enterprises, and jointly establish a complete 5G and Internet of Vehicles testing and evaluation system to ensure end-to-end interconnection of applications. Extract typical application scenarios that can be promoted on a large scale and have a commercial closed loop to improve user acceptance. Accelerate the improvement of vehicle penetration and roadside deployment of C-V2X communication modules. Accelerate the exploration of business models and application scenarios, support the creation of national-level Internet of Vehicles pilot areas, promote the coordinated planning and construction of Internet of Vehicles infrastructure and 5G networks, select typical areas of key cities, suitable sections of roads, and key sections of highways, etc., accelerate the deployment of 5G+Internet of Vehicles, and promote the innovative application of C-V2X technology in parks, airports, ports, mines, and other areas. Establish a cross-industry and cross-regional Internet of Vehicles security communication system with mutual trust and recognition.

11. 5G+Smart Logistics. Strengthen the innovation of 5G logistics applications in parks, warehouses, communities and other places, and promote the application of 5G in scenarios such as unmanned express delivery, intelligent sorting, unmanned warehousing, smart wearables, and smart identification. Accelerate the construction of 5G-based logistics IoT data access, computing, and application platforms, promote the construction of end-edge-cloud-coordinated logistics automation intelligent equipment and infrastructure, and help realize automated transportation, intelligent warehousing, and full-process monitoring in the logistics industry.

12. 5G+Smart Port. Develop 5G-assisted positioning products suitable for port container environments, and accelerate the digital transformation and construction of automated terminals, storage yards and warehouses. Promote the digitalization of the entire process and cycle of port construction and maintenance operations, accelerate the construction of smart port infrastructure, and promote the application of 5G in scenarios such as unmanned inspections, remote tower cranes, automatic guided transport, automatic truck driving, and smart tallying to help ports become smarter.

13. 5G+ smart mining. Accelerate the development and certification of 5G communication equipment that can adapt to the mining environment and has explosion-proof requirements, and promote the construction of integrated infrastructure such as 5G network systems, intelligent mine management and control platforms, and enterprise cloud platforms in open-pit and underground mines. Promote the application of 5G in various mining areas such as energy minerals, metal minerals, and non-metallic minerals, expand 5G application scenarios such as remote control and unmanned driving in the mining industry, promote remote control and clustered operations of core underground mining equipment, unmanned operations of mining equipment in deep high-risk areas, and realize intelligent continuous operations and unmanned transportation in open-pit mines.

14. 5G+Smart Power. Breakthrough key technologies such as 5G deterministic latency, timing accuracy, and security in key scenarios of the power industry, and build a 5G-integrated power communication management support system and edge computing platform. Carry out 5G-based industrial control and monitoring network upgrades and renovations, promote scenarios such as power generation equipment operation and maintenance, power distribution automation, transmission line/substation inspection, and power consumption information collection, and realize visualization of production in the power generation link, intelligent control in the power distribution link, unmanned monitoring in the power transmission and transformation link, and real-time collection in the power consumption link.

15. 5G+ Intelligent Oil and Gas. Carry out the research and development of 5G special terminal equipment that adapts to the complex environment of oil fields and oil wells, promote the development of multi-protocol intelligent data collection 5G gateways and monitoring products, and achieve effective connection with the communication interface in the oil and gas field. 16. 5G+Smart Agriculture. Based on the digital needs of agriculture and rural areas, focus on promoting 5G technologies and applications for wide coverage and low-cost scenarios. Enrich the application scenarios of 5G in smart agriculture, accelerate the innovation of 5G applications in agricultural production links such as smart agricultural machinery and agricultural robots in unmanned agricultural operation experiments, and develop 5G applications in the fields of cold chain logistics of agricultural products and e-commerce live broadcasting. Strengthen the integrated application of digital villages and 5G, improve the level of rural governance and public service informatization, use 5G to promote the extension of education, culture, medical and other resources to rural areas, and promote rural information consumption.

17. 5G+Smart Water Conservancy. Promote the deep integration of 5G technology and the water conservancy industry, apply new technologies such as 5G, Internet of Things, remote sensing, and edge computing to improve the perception level of water conservancy elements. Combined with Beidou positioning, artificial intelligence and other technologies, for water conservancy project construction scenarios, study the top-level design and model algorithm implementation of artificial intelligence construction systems, and achieve breakthroughs in 5G human-machine collaborative applications.

18. 5G+Smart Education. Accelerate the research and development of 5G teaching terminal equipment and AR/VR teaching digital content, combine AR/VR, holographic projection and other technologies to achieve scenario-based interactive teaching, and create immersive classrooms. Promote 5G technology to support education-specific networks, and study and formulate technical specifications for key aspects of online education such as networks, applications, and terminals in combination with specific application scenarios. Increase the promotion of 5G in scenarios such as smart classrooms, holographic teaching, campus security, education management, and comprehensive student evaluation, and enhance the informationization capabilities of various aspects such as teaching, management, scientific research, and services.

19. 5G+ smart healthcare. Carry out R&D on 5G medical robots, 5G ambulances, 5G medical access gateways, smart medical equipment and other products. Strengthen the deployment of 5G medical and health network infrastructure, focus on optimizing the coverage of tertiary hospitals, disease prevention and control centers, convenient medical centers, medical and nursing institutions and other places across the country, and build 5G networks and 5G medical edge clouds for in-hospital and telemedicine. Enrich the application scenarios of 5G technology in the medical and health industry, focus on promoting the application of 5G in emergency first aid, remote diagnosis, health management and other scenarios, and accelerate the cultivation of new forms of smart medical services with advanced technology, superior performance and obvious results.

20. 5G+Cultural Tourism. Break through the key common technologies of digital content, promote the research and development of key technologies such as ultra-high-definition video encoding and decoding, end-cloud collaborative rendering, and 3D reconstruction, and develop AR/VR immersive content, 4K/8K video and other applications adapted to 5G networks. Build an AR/VR business support platform and a cloud content aggregation and distribution platform to promote the development of interactive content industries such as social networking, film and television, e-sports, and digital art combined with 5G. Promote the integration and innovation of 5G and cultural tourism equipment, cultural protection equipment, and ice and snow equipment. Accelerate digital transformation with communities, parks, blocks and other basic units, form a batch of 5G smart community comprehensive solutions, and provide all-round new digital community life services. Promote the innovative application of 5G technology in the construction of new urban infrastructure based on digitalization, networking and intelligence, and comprehensively improve the level of urban construction and operation efficiency.

4. Improving 5G application support capabilities

22. Improve the coverage of 5G networks for the public. Accelerate the construction of 5G independent networks, expand the coverage of 5G networks in urban and rural areas, continue to build high-quality 5G networks, and promote the coordinated development of "dual gigabit" networks. New 5G networks fully support IPv6, and focus on improving the IPv6 traffic of 5G networks. Strengthen 5G network coverage in indoor scenes, underground spaces, key transportation hubs and along trunk lines, promote 5G public networks on high-speed railways, and improve the quality of network services in typical scenarios. Promote the use of medium and low frequency bands to expand 5G network coverage in rural and remote areas.

23. Strengthen the supply capacity of 5G networks for industries. Accelerate the improvement of key technical support capabilities such as end-to-end network slicing, edge computing, and high-precision indoor positioning, and promote 5G coverage in key areas such as free trade zones, industrial parks, enterprise factories, and medical and health institutions for industries. Support local governments to build 5G industry virtual private networks in accordance with regional needs, explore new network construction models, and form a regional leading effect.

24. Strengthen the guarantee of 5G frequency resources. Continue to coordinate the interference of 5G base stations, satellite earth stations and other radio stations. Promote the frequency migration of radio and television services in the 700MHz band, accelerate the deployment of 5G networks in the 700MHz band, publish 5G millimeter wave frequency planning in a timely manner, explore the implementation of a bidding system for 5G millimeter wave frequency licenses, conduct research on 5G industrial dedicated frequency requirements and other radio system compatibility, and study and formulate 5G industrial dedicated frequency license models and management rules suitable for China.

2. 5G application ecosystem integration action

25. Accelerate cross-domain integration and innovation. Support telecom operators, communication equipment, vertical industries, information technology, the Internet and other enterprises to combine their own advantages to carry out 5G integrated application technology innovation, integration innovation, service innovation and data application innovation. Create a 5G application innovation leading area with significant synergy effects, strong radiation and driving capabilities, and clear business models, explore new models for application promotion, and promote large-scale applications in key industries from point to surface and in depth.

27. Carry out the construction of 5G application innovation carriers. Relying on the 5G application industry array, with leading enterprises and scientific research institutions as the main body of creation, build a number of 5G integrated application innovation centers, and carry out technical and industrial services for application innovation. Relying on industry leading enterprises, colleges and universities, and scientific research institutes, accelerate the construction of 5G application incubators and maker spaces and other dual innovation carriers, and improve the operation model of innovation carriers. Give full play to the regional industrial agglomeration advantages of incubators and maker spaces, combine local industrial characteristics, and promote the transfer and transformation of 5G technology and application solutions.

28. Strengthen the support of common technology platforms for 5G applications. Aiming at the key common technology needs in key areas such as industrial manufacturing, transportation, and medical care, we will rely on leading enterprises, colleges and universities, and research institutes in the industry to jointly tackle key technologies for 5G industry applications, build common technology platforms for key industries, and solve the technical bottlenecks that restrict the replication and promotion of industry applications. We will focus on supporting the construction of common technology platforms such as outdoor Beidou high-precision positioning, indoor 5G cellular independent positioning, artificial intelligence, ultra-high-definition video, augmented reality/virtual reality (AR/VR) combined with 5G, and provide cross-industry 5G application basic capabilities.

(III) 5G application security improvement action

29. Strengthen 5G application security risk assessment. Establish a 5G application full life cycle security management mechanism, guide enterprises to incorporate the 5G application security risk assessment mechanism into the 5G application R&D and promotion workflow, simultaneously plan and build operational security management and technical measures, and implement them simultaneously with 5G applications. Carry out supervision and inspection of 5G applications and key information infrastructure to improve the security level of 5G applications.

30. Carry out demonstration and promotion of 5G application security. Encourage local governments and enterprises to build 5G application security innovation demonstration centers, develop standardized, modular, replicable, and easy-to-promote 5G application security solutions, carry out pilot demonstrations and promotion of 5G network security technology applications, and promote the popularization of best practices in leading enterprises in key industries such as industry, energy, transportation, and medical care.
