In the past four years of the implementation of the "speed increase and fee reduction" policy, operators have made great efforts in reform, and the tariffs of fixed broadband and mobile traffic have dropped significantly. However, if we take the "sense of gain" of the masses as a reference point, there is still a lot of room for improvement. For example, last year the three major operators all cancelled domestic long-distance and roaming charges, but the user perception was not so strong because it was mainly aimed at 2G package users and some 3G package users.

After the substantial reduction of traffic charges in the past few years, the people have felt the real benefits. However, the same "speed increase and fee reduction" has not achieved immediate results in broadband. Although the relevant state departments have been promoting the "speed increase and fee reduction" of broadband for many years, the people have felt very limited. Not only that, operators are not as proactive as traffic in "speed increase and fee reduction" for broadband. Now let's talk about some "routines" in this regard.

Trick 1: Package bundled with unpaid bills and disconnected from the Internet

As early as 2013, the People's Daily reported that Inner Mongolia Unicom had to force users to bind fixed-line phones and mobile phone cards when applying for broadband. Until now, this package bundling service has not been completely cancelled, especially in rural areas, where this phenomenon is more obvious. "If the registered number is a number that has been registered with a real-name system or real-name registration in a certain place, the mobile phone number binding broadband account service will be enabled by default." This bundling service is still available when applying for broadband packages, which means that once the user's mobile phone is in arrears, it may also affect their use of broadband. The mandatory prepayment of phone bills has also changed the taste of some of the operators' so-called preferential packages. Although some consumers want to enjoy the discount, they are reluctant to be forced to apply for mobile phone cards.

Although some of the benefits of bundled mobile phone cards are what consumers want, consumers have no other suitable options and can only choose to apply for mobile phone cards. This problem is relatively rare in big cities, but it is still common in rural areas.

Trick 2: Unlimited data plan

In response to the country's call for speed increase and fee reduction, the three major operators have launched upgraded packages in recent days. These packages are cheap and have the slogan of unlimited data flow nationwide and targeted, attracting consumers to sign up. However, there are still various restrictions on unlimited data packages, which will cause consumers to waste money and reduce the consumption experience.

Many users think that the so-called unlimited data package means that the mobile phone can be used freely and the Internet is not restricted. However, in reality, operators have many restrictions. For example, the speed will be limited after the user exceeds a certain amount of data, and the data generated by some online content is not within the scope of the directional unlimited data. It can be seen that there are many prerequisites for the unlimited data package.

Take unlimited data packages as an example. Compared with the previous public quotation, the price after the promotion has dropped significantly, which reflects the sincerity of enterprises to increase speed and reduce fees. But at the same time, whether the unlimited data packages are still limited in speed or the targeted unlimited data packages exclude some traffic, it shows that the operators are considering profits, which affects the sincerity of operators to increase speed and reduce fees.

Routine three: Internet-oriented free flow package

Are you using a targeted free-flow Internet package? Not only are the package charges low, but you can also use some apps without paying for data charges. Even if you accidentally exceed the limit, the data charges outside the package are also very cheap. For people like us who can't be happy without checking our phones every day, there's really no reason not to do it.

Unlimited traffic actually has an upper limit. Many targeted free traffic packages have used the slogan of "ultra-low traffic charges" in their promotions. In addition to enjoying special free traffic services in some applications, the price of general traffic included in the package is also very attractive. For example, the popular China Unicom Tencent King Card has a monthly fee of only 19 yuan. In addition to the free traffic for Tencent applications, you can enjoy 800MB of domestic traffic for only one yuan a day (1 yuan for 1GB after the upgrade), and there is no charge if you don't use it. It seems to be cheaper than the monthly package provided by China Unicom. However, this does not mean that you can let go and use it casually. According to China Unicom's regulations, when the user's package Internet traffic in the month accumulates to 40GB, the system will automatically shut down the Internet function until the next month.

It is worth noting that this 40GB capped traffic includes not only the 1 yuan daily rental traffic package, but also the data usage of those directional free traffic. In other words, even if you use the Tencent King Card to use the free traffic in Tencent applications, the actual traffic data used will still be recorded; if your total monthly traffic usage (including directional free traffic and other types of traffic) exceeds the 40GB limit, the Internet access function will still be stopped.

Think about it, many people hope to use this targeted free traffic service to watch videos and live broadcasts, so 40GB per month may not be enough. This kind of traffic limit is common in various Internet packages. Therefore, although there is no need to worry about overspending on Internet access, users still have to pay attention to traffic allocation, so as not to accidentally use up the "free traffic" and be disconnected from the Internet. Operators often only emphasize the most attractive free traffic selling point in their publicity, but they always hide restrictive terms such as usage conditions very deeply.

Trick 4: Package price reduction

Although the total package charges have been reduced, for most users, only the basic services included in the package are used, such as those who only use Tencent applications after applying for Tencent King Card. After all, there are still a minority. Most users will use additional daily traffic packages in addition to the targeted free traffic. Taking Tencent King Card as an example, outside the package, the daily domestic traffic charge is 1 yuan for 800MB (up to 1GB after upgrading), but it is only valid for the day and automatically renewed every day.

Calculated in this way, the actual monthly phone bill becomes 19+1*30=49 yuan. Adding the additional voice and text message charges, the monthly expenses are not much less. Many people still feel that although one yuan a day may not seem like much, they can't actually use up that much data, so they still feel a bit of a loss.

At present, many operators do so, but there are many restrictions and insufficient explanations. Some actual network speeds are far lower than the advertised value; some operators offer traffic discounts, but they are mostly concentrated from 23:00 at night to 7:00 the next morning, which is called "chicken rib price reduction"; others can reduce traffic fees, but they bundle service packages, extend queuing time, and make it difficult for users to "port their numbers to other networks." These "word games" that are all talk and no action are also reflected in the broadband market. On the surface, the requirements of relevant policies are "fully understood", but in fact they are still unwilling to give up their own interests. This must take the "sense of gain" of consumers as the starting point, not only to supervise them on a regular basis, but also to "knock" operators by encouraging competition, so that they can face the pressure of consumers voting with their feet, so that they can take truly sincere actions and truly benefit consumers.

For mainstream users, canceling roaming charges and reducing data charges are more realistic needs, especially since most of the existing social and communication methods are carried out through the Internet. Reading news, watching live broadcasts, playing games, listening to music, etc., all things are inseparable from data. Reducing data charges can fully reflect the significance of universal benefits. Consumers want more, faster, better and cheaper, and operators must make appropriate concessions.
