On November 12, 2016, the Guizhou Provincial Government and Huawei reached a strategic cooperation. Based on the principle of "complementary advantages, voluntary equality, openness and fairness, mutual benefit and win-win", the two sides fully utilized Huawei's advanced technology advantages and rich operational experience in cloud computing, big data and other fields, combined with Guizhou's implementation of big data strategic actions, to promote cooperation between the two sides in cloud computing, big data, Internet of Things and intelligent manufacturing, smart city and safe city construction.

Guiyang is the political, economic, cultural, scientific and educational center of Guizhou Province and an important transportation, communication hub, industrial base and commercial tourism service center in the southwest region. It is also a national-level big data industry development cluster with outstanding advantages in resources, location, industry and talents. Guiyang National High-tech Zone is a national-level high-tech industrial development zone approved by the State Council in 1992. It is the only talent special zone in Guizhou Province, the core area of ​​the National Big Data (Guizhou) Comprehensive Experimental Zone, the National Big Data Industry Technology Innovation Guiyang Experimental Zone, and the Big Data Industry Development Cluster in Guizhou Province.
