The "Internet Basic Management Special Action Plan" proposes that local communications administration bureaus should carry out CDN enterprise value-added telecommunications business license management work in accordance with the "Telecommunications Business Classification Catalog (2015 Edition)", and gradually standardize and clean up the CDN business market. At the same time, guide local CDN enterprises to complete the joint debugging and docking of the enterprise-side system and the ministry and provincial "record system". Enterprises engaged in CDN should build corresponding systems in accordance with the website registration management requirements and connect with the ministry and provincial "registration systems", report the use of IP addresses in a timely manner, and must not provide CDN services for unregistered websites or blacklisted websites. They must accept supervision from the Communications Administration Bureau at the place where the enterprise is registered and the location where the network access is located. The National Computer Network Emergency Technical Processing Coordination Center must complete the interface development of the "filing system" to enable enterprises to timely report and update their network access IP addresses, acceleration domain names, original site IP addresses and corresponding contact information. It is reported that on December 25, 2015, the Ministry of Industry and Information Technology issued the "Telecommunications Business Classification Catalog (2015 Edition)", which was officially implemented on March 1, 2016. CDN business was listed as a separate category of business. The Ministry of Industry and Information Technology stated that at present, the demand for multimedia video services and Internet TV services provided by the Internet is growing rapidly. CDN, as a new type of network transmission structure, integrates content resources and optimizes network performance, greatly improving the efficiency of Internet transmission of video and other content and application services. In order to adapt to the new situation of such technology and market development and meet the diversified needs of the market, the "Content Distribution Network Service" category is listed separately in the "Catalog". The business connotation is clarified, and enterprises with strength and innovation capabilities are encouraged to enter the market to jointly promote the healthy and orderly development of this business. It is reported that the first batch of CDN licenses were issued today.
