In response to the strong public response to telecommunications network fraud, infringement of user privacy, spam nuisance and other issues that harm user rights and interests, the Ministry of Industry and Information Technology has stepped up its efforts to prevent and combat them.

It is reported that the "Internet Site Management Coordination Work Plan" was recently issued, and public opinions are being solicited on regulations such as the management regulations for short message and voice call services, and the data security management measures in the industrial and information technology fields.

We have carried out electronic verification of relevant filing information, and the website filing rate and filing information accuracy rate have reached 99%; we have implemented the real-name system for telephone calls, and have implemented "secondary real-person authentication" for more than 24.55 million high-risk telephone cards. We have strengthened technical prevention measures, and have built a 12381 fraud warning and dissuasion SMS system. Together with the public security organs, we have proactively discovered 820,000 potential victims to minimize the risk of people being deceived.

In response to the problems of high-risk phone cards involved in fraud and the order of the Internet market, the Ministry of Industry and Information Technology has launched a number of special actions, including the card-cutting action, the centralized rectification of camera network security, APP governance, and the rectification of the Internet industry. It has organized a centralized investigation and disposal of 64.41 million high-risk phone cards involved in fraud, dealt with 1,079 camera network security vulnerabilities, and removed a total of 408 APPs that refused to rectify. Among them, through the special rectification action for the Internet industry, major Internet companies have been rectified, and their internal management systems have been improved faster. The problem of "cannot turn off" pop-up information on the screen has been basically eliminated, and the problems of illegal use of "black broadband" and inaccurate filing information have also been greatly reduced.

It is worth mentioning that users have always complained strongly about the "inability to turn off" and "random jumps" of pop-up information on the opening screen. After more than half a year of focused rectification, the problem of "inability to turn off" the opening screen information of major Internet companies has been basically solved. The proportion was still relatively high in the early days, but now it has reached zero, and this problem has been basically solved. The discovery rate of "random jumps" misleading users has also dropped significantly, and according to statistics, it has now dropped to 1%.

In terms of preventing and controlling telecommunications network fraud, the number of fraud-related calls and text messages intercepted so far this year has exceeded 1 billion. In terms of combating and controlling "black radio" and "fake base stations", the police have cooperated with the public security departments to investigate and deal with more than 16,000 "black radio" crimes and more than 6,000 "fake base station" crimes. The "one-card check" service for mobile phone cards has also been launched. The average daily cancellation volume has increased by 13% in just one month, effectively solving the problem of users being issued cards without knowing it.

In addition, the Ministry of Industry and Information Technology stated that it will work with relevant departments to issue and implement the "Mobile Internet Application Personal Information Protection Management Regulations" as soon as possible.

Aging-friendly work is a long-term and systematic project

"There are still certain difficulties in effectively solving the problem of the elderly using smart technology. This is a long-term task and a systematic project. We need to integrate the concept of aging-friendly work into the entire process of economic and social development. It also requires joint efforts from the government, the market, society, relevant organizations and individuals." Zhao Zhiguo said.

To this end, the Ministry of Industry and Information Technology included "effectively solving the difficulties faced by the elderly in using smart technology" in the "I will do practical things for the people" list, continued to strengthen supervision and guidance of relevant units and enterprises, and made positive progress.

First, solve the problem of "not easy to use" Internet applications. Continue to promote the special action of Internet application transformation, guide and urge websites and apps closely related to the elderly to carry out aging-friendly transformation. At present, 104 websites and apps have initially completed aging-friendly transformation and achieved phased results. Specifically: First, it is easier for the elderly to browse news. Some official government websites and news applications commonly used by the elderly have designed related functions such as font enlargement and voice broadcast, and the page information is more eye-catching, allowing the elderly to see more clearly. Second, online shopping is simpler. The e-commerce applications of some key Internet companies are designed to simplify the search, purchase, payment and other operation processes for the elderly, helping the elderly to shop online more conveniently. The third is to buy tickets and take taxis more worry-free. The main transportation applications have launched related services such as "one-click ticket booking" and "one-click taxi call", with simpler functions to help the elderly buy tickets quickly and travel safely.

The second is to solve the problem of "few choices" of aging-friendly products. Formulate and publish standards for aging-friendly smart terminals. Focusing on aging-friendly functions such as screen display, audio control, and remote assistance of smart terminal products such as mobile phones and color TVs, clarify specific technical requirements and provide standardized guidance for terminal companies' design and production. Continue to expand the supply of aging-friendly products; guide companies to develop simple and easy-to-use smart health and elderly care products, including wearable devices such as smart elderly bracelets and smart monitoring watches, which can realize one-click emergency calls, fall warnings, health monitoring and other related functions, helping the elderly to easily enjoy the dividends brought by the information age.

The third is to solve the problem that the elderly "can't use" smart products and applications. Organize the whole industry to carry out a variety of mobile phone knowledge education activities: On the one hand, organize three basic telecommunications companies to "invite in" the elderly. Set up a special area for the elderly in offline business halls, hold mobile phone classes and other activities, and the current statistics exceed 40,000, providing common APP application guidance, exclusive explanations and other related services to more than 600,000 elderly people. On the other hand, organize some Internet companies to take the initiative to "go out".
