Policies continue to increase, an overview of my country's 5G policies in the first half of 2021

Entering 2021, with the continuous acceleration of 5G construction and the gradual achievement of 5G development, the 5G commercial boom continues to spread. Focusing on the current situation and future trends of the 5G industry, the state and local governments have successively issued a series of supportive policies to help the healthy, rapid and sustainable development of the 5G industry chain. To this end, Smart Manufacturing Network has specially sorted out the 5G-related policy dynamics released by the state in the first half of 2021 to reflect the development of my country's 5G industry and policy advancement. Xinjiang: Regulations on Promoting the Construction and Development of 5G Networks

On January 21, the Xinjiang Uygur Autonomous Region issued the "Regulations on Promoting the Construction and Development of 5G Networks". The regulations have a total of 33 articles, which clarify the scope of application, construction principles, specific construction requirements, construction management, etc. of 5G network construction and development, and make detailed plans and important guidance for the construction of 5G networks in various parts of Xinjiang, providing key guidance and support for the development of 5G in Xinjiang. The regulations will be officially implemented on February 1, 2021.

Ministry of Industry and Information Technology: Notice on Improving 5G Service Quality

On February 3, the Ministry of Industry and Information Technology issued a notice on improving the quality of 5G services. The notice pointed out that at present, with the accelerated development of 5G and the positive results achieved, some telecom companies' inadequate user reminders and irregular publicity and marketing are causing widespread social concern. In order to effectively safeguard the rights and interests of users and promote the sustainable and healthy development of 5G, all corporate departments need to follow six major measures to strengthen the improvement of 5G service quality.

Sichuan: "Implementation Opinions on Accelerating the Development of 5G"

On March 3, the Sichuan Provincial Department of Economy and Information Technology issued the "Implementation Opinions on Accelerating the Development of 5G". The opinions proposed that the main development goals are to accelerate the deployment and construction of 5G networks, increase 5G network coverage in key areas, promote 5G technology innovation and achievement transformation, develop 5G core industries and related industries, further enrich 5G application scenarios, promote 5G integrated application demonstrations, and cultivate a number of 5G innovative development new formats.

Hubei: Hubei "5G Service Spring Breeze" Work Plan

On March 22, the Hubei Provincial Communications Administration issued the Hubei "5G Service Spring Breeze" Work Plan and organized a special action launch conference. At the meeting, Hubei Vice Governor Cao Guangjing pointed out the various achievements made in the development of 5G in the province. Specifically, it includes hosting the first China 5G+ Industrial Internet Conference, issuing 13 digital economy measures, opening 31,000 base stations in total, and becoming one of the first 5G pilot cities.

Jiangxi: "Key Points for 5G Development in Jiangxi Province in 2021"

On March 29, the Office of the Leading Group for 5G Development in Jiangxi Province issued a notice on the "Key Points for 5G Development in Jiangxi Province in 2021". The notice mentioned that the key points for the province's 5G development in 2021 are to enhance the capabilities in six areas: network infrastructure, supporting services, industrial development, integrated applications, platform innovation, and security assurance, including 27 specific points.

Ministry of Industry and Information Technology: 5G Application "Sailing" Action Plan (2021-2023)

On April 30, in order to vigorously promote 5G applications, the Ministry of Industry and Information Technology drafted and compiled the "5G Application "Sailing" Action Plan (2021-2023)". The overall goal is to achieve a 5G personal user penetration rate of more than 40% and more than 560 million users by 2030; 5G network access traffic accounts for more than 50%; and more than 18 5G base stations per 10,000 people. To achieve these goals, eight major actions must be implemented.

Ministry of Industry and Information Technology: "Ten Typical Application Scenarios of 5G+Industrial Internet and Five Key Industry Practices"

Since the release of the "5G+Industrial Internet" 512 Project Promotion Plan in 2019, my country has more than 1,500 "5G+Industrial Internet" projects under construction, covering more than 20 important industries of the national economy, playing an important role in the digitalization, networking, and intelligent transformation and upgrading of the real economy. Against this background, on May 31 this year, the Ministry of Industry and Information Technology once again released the "Ten Typical Application Scenarios and Five Key Industry Practices of "5G+Industrial Internet", which specifically introduced the actual application of "5G+Industrial Internet" in 10 typical scenarios and five key industries.

Four departments: "Implementation Plan for 5G Applications in the Energy Sector"

On June 7, in order to expand 5G application scenarios in the energy sector, explore new 5G application models and new formats that can be replicated and easily promoted, and support the high-quality development of the energy industry, the National Development and Reform Commission, the National Energy Administration, the Central Cyberspace Affairs Commission, and the Ministry of Industry and Information Technology jointly issued the "Implementation Plan for 5G Applications in the Energy Sector". The plan combines the overall development requirements, main tasks and guarantee measures to provide important guidance for 5G applications in the energy sector.
