To promote the construction of "One-stop service", Foxit Kunpeng helps Shanghai Housing and Urban-Rural Development Commission launch OFD version of electronic certificates

Recently, the Shanghai Municipal Housing and Urban-Rural Development Commission issued the "Notice on the Activation of the OFD Version of Construction Permit Electronic Certificates", which marked that OFD electronic certificates have begun to be implemented in the construction field. At the same time, the issuance of this notice is of great significance in promoting the in-depth application of construction permit electronic certificates on the national integrated platform and realizing the "one-stop service" of construction permit-related businesses within the city and across provinces. As a well-known OFD format document technology provider in the industry, Foxit Kunpeng was responsible for the main part of this project. Through the self-developed electronic certificate system and WebOFD cloud reading products, a business system with functions such as reading and opening, design generation, stamping and verification, and security management was built to help the Shanghai Municipal Housing and Urban-Rural Development Commission's OFD version of the construction permit electronic certificate business go online quickly.

Interoperability and mutual recognition of electronic certificates is the key

At the opening ceremony of the fourth session of the 13th National People's Congress on March 5 this year, it was proposed to strengthen the construction of digital government, establish and improve the coordination mechanism for government data sharing, promote the expansion of the application of electronic certificates and licenses and their mutual recognition across the country, and realize more government service matters to be handled online, on mobile phones, and in one go. For matters that enterprises and the public frequently handle, we will basically achieve "cross-provincial handling" this year.

However, before 2016, the layout document format was mainly PDF, and the application of layout document formats in China was very chaotic, with more than ten different manufacturers' format standards such as CEB and SEP. The format was not unified, the access interface was inconsistent, and the support for application requirements was incomplete, resulting in communication difficulties and the inability to archive for a long time. The domestic layout document application demand is very urgent. According to the situation, it is necessary to accelerate the formulation of a unified file format standard that meets the needs of domestic applications.

On October 14, 2016, World Standards Day, the National Standardization Administration officially approved and issued the national standard GB/T 33190-2016 "Electronic Document Storage and Exchange Format Layout Document" (OFD for short) based on independent technology. OFD describes the layout format based on XML, which is convenient for application expansion and supports technical advantages such as domestic cryptographic algorithms. It can meet the actual needs of electronic document management such as manageable, controllable and long-term preservation of layout files. At the same time, the China Electronics Technology Standardization Institute is preparing to establish an electronic document management promotion alliance to promote the application of OFD format in larger fields and scopes such as electronic certificates and electronic invoices, promote format interoperability, and improve business efficiency.

In 2018, the "National Standard for Electronic Certificates" promulgated clearly stipulated that "electronic certificates use the OFD format". The application of the OFD format and the promotion and use of OFD electronic certificates will help promote the realization of "one-stop service" across the country, making the sharing of government information resources and services smoother, and allowing enterprises and the public to truly feel that doing things is more convenient.

Assisting Shanghai Housing and Urban-Rural Development Commission to quickly launch its business

In order to implement the requirements of the "Guiding Opinions on Accelerating the Construction of a National Integrated Online Government Service Platform" and the "Notice on Comprehensively Promoting Electronic Certificates for Construction Project Construction Permits", in accordance with the "National Integrated Online Government Service Platform Electronic Certificates-Construction Project Construction Permits" standard issued by the Office of Electronic Government Affairs of the General Office and the "Business Procedures for Electronic Certificates for Construction Project Construction Permits" of the Ministry of Housing and Urban-Rural Development, there are a large number of PDF format electronic certificates in the electronic certificate business system of the Shanghai Municipal Housing and Urban-Rural Development Commission, which now need to be replaced with software that conforms to the national format document standards, convert PDF files into OFD documents, and form electronic certificate files in OFD format.

As one of the founding members and core members of OFD, China's national format document standard, Foxit Kunpeng participated in the formulation of a series of national electronic document standards and specifications, focusing on the application of OFD format technology in electronic documents, electronic certificates, electronic archives, electronic invoices and other industries.

In this project, Foxit Kunpeng joined hands with Shanghai CA to combine its electronic certificate system and WebOFD cloud reading products with the Shanghai CA signature system to help the Shanghai Municipal Housing and Urban-Rural Development Commission gradually replace the PDF format certificates in the previous certificate library with OFD format certificates, and provide a foundation for the future issuance and management of OFD version construction permit electronic certificates.

Foxit Kunpeng electronic certificate system provides a WYSIWYG style designer. Certificate generation can customize OFD templates according to the background template requirements in the certificate library to achieve OFD certificate template production, and can be called through the interface to complete the content filling of the certificate template in the form of data stream transmission.
