Cai Yinghua first vividly summarized the ecological development forms of the ICT industry into three types: the first is the penguin type. Although each individual is very weak, they can work together to achieve their goals; the second is the ranger type. The first little thing is about talent. Huawei has created the first full-cycle talent supply chain in China's ICT industry, that is, providing talent support plans throughout the entire cycle from talent education, learning certification, employment, new employees to becoming middle and senior managers of enterprises, and injecting fresh blood into the ecosystem. Cai Yinghua revealed that Huawei plans to invest 1 billion yuan and work with more than 300 universities to provide empowerment plans for 500,000 talents. In order to create ICT inclusive talents, under the system of the overall talent supply chain, Huawei has also formulated a creative plan for artificial intelligence talents, cooperated with more than 30 universities, and output a series of teaching materials in 4-6 artificial intelligence research and development directions. It plans to train 10,000 artificial intelligence talents within two years, including 6,000 AI engineers, 3,000 AI senior engineers, 1,000 AI experts, and 100 talent educators from top universities.

The second small thing is the Solution Partner Program. Huawei insists on "leaving complexity to ourselves and simplicity to customers and partners", so the second small thing Huawei does is to provide partners with the "three-horse carriage" to achieve end-to-end support through digital platforms, OpenLab, and Marketplace, including R&D, verification, release, listing, and sales. The third small thing focuses on the delivery of industry solutions. Cai Yinghua said that the delivery cycle of industry solutions is long. For this reason, Huawei has launched a service partner capability improvement plan. The fourth little thing is that for efficient collaboration, Huawei has created Enterprise e+, which is not only a digital platform for partners and employees, but also a case of Huawei's internal digital practice. Huawei uses digital technologies such as AI to reshape business processes and form a unified entrance for many partners in different roles. In the past, it took 2 days to register as an ecological partner, but now it only takes a few seconds. In the past, the real-time incentive cycle was long and invisible. Now the incentive distribution is not only visible, but the distribution time has been shortened from 40 days to 60 seconds.
