In response, the Ministry of Industry and Information Technology replied that according to the relevant provisions of the "Telecommunications Network Number Resource Management Measures" and the "Telecommunications Network Number Plan", the basic telecommunications enterprises shall be allocated special number segments for mobile communication resale services according to their needs. Basic telecommunications enterprises should do a good job in the corresponding data activation work, and reasonably allocate number resources for the use of mobile communication resale enterprises (i.e. virtual operator companies, hereinafter referred to as resale enterprises) according to their needs to ensure the effective use of number resources.

Regarding the issues related to the bankruptcy of resale companies consulted by netizens, since the right to use the corresponding mobile resale business dedicated number segments belongs to the basic telecommunications enterprise, when the resale company cooperating with the basic telecommunications enterprise goes bankrupt, the relevant business can be taken over by the basic telecommunications enterprise or other resale companies connected to the basic telecommunications enterprise, and the corresponding number resources can be used normally.
