Seven areas, including 5G, big data centers, artificial intelligence, industrial Internet, intercity high-speed railways and intercity rail transit, new energy vehicle charging piles, and ultra-high voltage, have been included in the focus of new infrastructure construction. 5G: The three major operators will build more than 550,000 5G base stations in 2020

5G is the leading project of "new infrastructure", and all the major emerging industries that my country focuses on developing need 5G as an industrial support. Since the issuance of 5G commercial licenses, the three major operators have stepped up the pace of 5G network construction; in 2020, during the COVID-19 epidemic, 5G, as a key new infrastructure, has made outstanding contributions to epidemic prevention and control, resumption of work and production, etc. Recently, the three major operators announced their 2019 annual performance reports and put forward their 2020 5G development plans. China Mobile plans to invest 100 billion yuan in 5G, build 250,000 5G base stations, and achieve large-scale commercial use in cities at the prefecture level and above. By strengthening 4/5G collaboration and strengthening the evolution to SA, it can effectively meet the needs of the To C and To B markets; China Telecom will invest 45.3 billion yuan in 5G and will build about 250,000 5G base stations with China Unicom, covering all cities at the prefecture level and above in the country; China Unicom will invest 35 billion yuan in 5G, including 5G access network equipment, core network, transmission support, business platform, billing transformation, etc.

In addition to operators, provinces and cities have also issued relevant policies, including the "Fujian Province's Implementation Opinions on Accelerating the Development of the 5G Industry" and the "Beijing 5G and Future Infrastructure Special Plan (2019-2035)". According to statistics, as of the end of February 2020, my country's provinces, autonomous regions and municipalities have issued a total of more than 200 5G policy documents.

Big data centers: Large, ultra-large, and edge data centers become mainstream

After the data center was first mentioned, it attracted widespread attention from all walks of life. According to the "2019-2020 China IDC Industry Development Research Report" recently released by Kezhi Consulting, it is expected that the compound growth rate of China's IDC business market will reach 26.9% from 2019 to 2022. By 2022, the scale of China's IDC business market will exceed 320.05 billion yuan, a year-on-year increase of 28.8%, entering a new round of explosive growth.

Boosted by national policies, data centers will achieve large-scale and large-scale development in the future to meet my country's rapidly growing data storage needs. By 2025, a certain number of large, super-large, and marginal data centers will be built.

Industrial Internet: The industrial Internet market size will reach 914.65 billion yuan in 2022

Among the seven major areas included in the "new infrastructure" this time, the industrial Internet has a direction of related integrated development models with the other six areas. Among them, it is integrated with 5G base stations into 5G+industrial Internet applications, integrated with ultra-high voltage and new energy vehicle charging piles into smart grid applications, integrated with intercity high-speed railways into intelligent rail transit systems, integrated with big data centers into industrial cloud and big data applications, and integrated with artificial intelligence into industrial intelligent applications.

In 2019, the total scale of China's industrial Internet market reached 610.91 billion yuan, a year-on-year increase of 14.0%. With the increasing maturity of the cloud service ecosystem and the gradual implementation of the government's incentive policies for investment in the transformation and upgrading of the manufacturing industry, domestic manufacturing companies' investment in informatization has continued to increase. It is expected that China's industrial Internet market will grow steadily at an average annual compound growth rate of 14.4% in the next three years. By 2022, the scale of China's industrial Internet market will reach 914.65 billion yuan, and by 2025, 3-5 internationally competitive industrial Internet platforms will be formed.

UHV: A new round of UHV construction starts, with investment likely to exceed 150 billion

Application scope: power and other energy industries

UHV refers to voltage levels of ±800 kV and above for direct current and 1000 kV and above for alternating current, and it is a city with electric "highways". The introduction of the new infrastructure policy will boost the slightly sluggish power grid investment, and China's UHV will usher in a new round of construction climax. This round of restarting UHV project lines will involve 12 projects, and the total investment is expected to exceed 150 billion yuan; currently, China has a total of 25 UHV lines in operation, 7 UHV lines under construction, and 7 UHV lines to be approved; it is expected that by 2025, China will have more than 40,000 kilometers of UHV lines.

State Grid has also continuously raised the UHV investment budget from 33 billion yuan in 2020 to 112.8 billion yuan on March 11; and then on March 14, a press release on resumption of work and production revealed that the investment scale of UHV construction projects this year reached 181.1 billion yuan. At present, China's UHV transmission has created many records in technical theory, mechanism, engineering construction, and equipment manufacturing capabilities, occupying the commanding heights of technology. UHV is becoming a "new business card" of Made in China along with high-speed rail and nuclear power.

New energy vehicle charging piles: more than 12,000 new charging and swapping stations will be added in 2020

As the number of new energy vehicles in my country is growing rapidly, the demand for charging facilities is increasing. The government has required local governments to shift subsidies for new energy vehicles to subsidies for charging facilities. It is estimated that more than 12,000 centralized charging and swapping stations will be added in 2020, and more than 4.8 million decentralized charging piles will be built. By 2025, more than 36,000 charging and swapping stations will be built, and the national car-to-pile ratio will reach 1:1.

Artificial Intelligence: A new generation of artificial intelligence innovation and development experimental zone is gradually being completed

AI new infrastructure mainly includes products and services in the categories of special general, special special, inclusive special, and inclusive general. In terms of technical capabilities, it emphasizes autonomy and foresight; in terms of technical services, it emphasizes inclusiveness and low cost.

"AI new infrastructure" is the foundation for AI to be integrated into thousands of industries. At present, the attributes of AI infrastructure have not yet been fully highlighted. At this stage, it is not the stage for all regions to rush to build "AI new infrastructure". In the future, we should focus on combining top-level design with local pilot applications, correctly handle the relationship between government guidance and AI enterprise innovation, and jointly accelerate the formation of AI infrastructure characteristics. With the joint efforts of all parties, it is expected that about 20 new generation artificial intelligence innovation and development experimental zones will be built by 2023.
